非核因素对美俄后续核裁军谈判的影响

【摘要】：美俄军备竞赛由来已久,为了使军备竞赛不至陷入无限制发展,美俄关于削减战略武器,特别是消减战略核武器的谈判也从未间断。2010年4月签署的美俄新核裁军条约对美俄双方的核武器进行了实质性削减。由于目前俄罗斯拥有的战略核武器数量已明显少于美国,加之美国已拥有超强的非核武器打击能力,美国试图推动双方核打击能力在现有基础上进一步削减的建议恐难以实现。美俄后续核裁军谈判将因非核因素而大受影响。
[Abstract]:The United States and Russia have had an arms race for a long time. In order to keep the arms race from falling into unlimited development, the United States and Russia have proposed to reduce strategic weapons. In particular, negotiations on the reduction of strategic nuclear weapons have never stopped. The new nuclear disarmament treaty signed in April 2010 between the United States and Russia made substantial reductions in nuclear weapons between the United States and Russia. Since Russia now has significantly fewer strategic nuclear weapons than the United States, and the United States already has a super-strong non-nuclear strike capability, the United States' proposal to push for further reductions in both sides' nuclear strike capabilities from the current level is unlikely to materialize. Us-Russia nuclear disarmament negotiations will be seriously affected by non-nuclear factors.
