冷战后印度和南非关系研究

【摘要】:早在十七、十八世纪,印度和南非两国人民就有了很密切的联系,这种友好的关系一直维持到了19世纪末;从19世纪末20世纪初到冷战结束的这一百多年的时间里,印度和南非两国受南非白人政府推行的种族歧视政策以及“南非印度人问题”的影响,两国间不仅在经济贸易、文化交流等方面十分冷淡,而且在政治外也上充满了对抗性,这种局面贯穿了整个冷战时期。冷战结束后,南非在1994年组成民族联合政府后,彻底废除了种族歧视政策,调整了同许多国家的外交关系,其中就包括在冷战时期与南非关系较差的印度。印度与南非重新确立了全面且深化的合作关系,冷战后双方间的合作相较于冷战时期呈现出完全不同的情况和特点,两国关系发展的广度和深度都是冷战时期所不能比拟的。 本文在介绍印度与南非冷战时期和冷战后两国关系历史发展的基础上,尝试探讨冷战时期和冷战后印南两国关系呈现出不同发展轨迹的原因,着重论述分析了印南两国在国际层面上的合作及其产生的影响。尽管冷战时期印度与南非两国关系不是很稳定和谐,但冷战后经过近二十年的发展与金砖五国合作机制的建立,促成印度和南非建立起了一种稳定、和谐、发展而又全面的关系,这不仅符合两国利益,也有利于地区乃至世界的稳定与发展。
[Abstract]:As early as the seventeenth and eighteenth centuries, the peoples of India and South Africa had very close ties, and this friendly relationship lasted until the end of the 19th century, and for more than a hundred years from the end of the late 19th century to the end of the cold war. India and South Africa are affected by the policy of racial discrimination pursued by the white South African government and the "Indian issue of South Africa." the two countries are not only very cold in economic trade and cultural exchanges, but also full of adversaries outside the political arena. This situation lasted throughout the cold war. After the end of the Cold War, after the formation of the National Coalition Government in 1994, South Africa completely abolished the policy of racial discrimination and adjusted its diplomatic relations with many countries, including India, which had poor relations with South Africa during the Cold War period. India and South Africa have re-established a comprehensive and deepening cooperative relationship. Compared with the Cold War period, the cooperation between India and South Africa presents completely different situations and characteristics, and the breadth and depth of the development of the relations between the two countries are unparalleled during the Cold War period. On the basis of introducing the historical development of the relations between India and South Africa during the Cold War and after the Cold War, this paper attempts to explore the reasons for the different development paths of the relations between India and South Africa during the Cold War and after the Cold War. The international cooperation between India and South Africa and its influence are discussed. Although relations between India and South Africa were not very stable and harmonious during the Cold War, after the cold war, after nearly two decades of development and the establishment of the BRICS cooperation mechanism, India and South Africa established a stable and harmonious relationship. The development of comprehensive relations is not only in the interests of both countries, but also conducive to the stability and development of the region and the world.
