奥巴马政府时期美国的东南亚政策回顾与评估

【摘要】：奥巴马政府时期,美国不再"漠视"东南亚地区,转而在政治、安全、经济与价值观等领域采取举措。奥巴马政府东南亚政策旨在实现美国在东南亚影响力的均衡发展,及拓展美国在东南亚的影响力并由此形成相对于中国等其他大国的优势。奥巴马政府东南亚政策的落实总体上实现了预期目标,同时也对美国—东盟关系产生了深刻影响。奥巴马政府时期,美国同东盟的关系在"蜜月期"后,出现了诸般不和,美国—东盟关系由此呈现显著的阶段性。基于此,文章系统回顾与评估了奥巴马政府时期美国的东南亚政策,认为东盟在地区事务中"驾驶员"地位的动摇及东盟的大国"再平衡"是美国—东盟关系出现"下滑"的根由。显然,这对中国处理与东盟的关系也有启示。
[Abstract]:During the Obama administration, the United States no longer "ignored" Southeast Asia, but instead took steps in politics, security, economy and values. The Obama administration's Southeast Asia policy aims to achieve a balanced development of U.S. influence in Southeast Asia and to expand U.S. influence in Southeast Asia and thus create an advantage over other big powers such as China. The implementation of the Obama administration's Southeast Asia policy has achieved the expected goal in general, and has also had a profound impact on the United States-ASEAN relationship. During the Obama administration, the relationship between the United States and ASEAN appeared various discord after the honeymoon period. Based on this, the article systematically reviews and evaluates the policies of the United States in Southeast Asia during the Obama administration. It is believed that the vacillation of the "driver" status of ASEAN in regional affairs and the "rebalancing" of ASEAN powers are the root causes of the "decline" of US-ASEAN relations. Obviously, this also has enlightenment to China to deal with the relations with ASEAN.
