中美关系中的能源问题研究

【摘要】： 能源是现代经济发展的基础条件和动力之源。尤其是近年以来,能源价格飙升,温室效应加剧,能源供需形势不断恶化,能源短缺和环境问题已成为全球能源问题的主题。美国和中国是目前世界上两个最大的能源消费国,在世界能源日益紧缺的情况下,两国在世界范围内对油气资源的争夺难以避免并引发了新的摩擦。但与此同时,中美两国可以也有必要在能源领域开展合作。中美间围绕能源问题展开的竞争与合作已成为影响两国关系的一个新的因素,并成为影响当今国际关系的一个重要变量。本文运用文献研究法、系统分析方法、预测分析方法等研究方法,从四个方面对中美关系中的能源问题及中国的战略对策进行了分析：第一部分阐述中美关系中的能源问题。就当前形势下全球能源问题的现状进行分析。对中、美两国的能源现状的梳理,并对两国能源现状存在的问题进行研究。第二部分对中美两国在能源领域的竞争与合作进行分析。主要分析两国在中东、中亚里海、非洲、拉丁美洲等地的能源竞争,就两国在能源问题上的合作途径和中美能源合作前景进行分析和展望。第三部分分析了能源问题对中美关系的影响。对中美能源问题中影响两国关系的潜在冲突和矛盾做了介绍,着重分析了能源安全在中美关系中的影响,及两国能源合作对推动两国关系的积极因素。第四部分针对中美关系中的能源问题提出了中国在这一问题上的战略对策。认为中国应该加强中美能源合作；加强向中亚里海能源国际体系扩展；拓展国际多边能源合作；加强中国内部能源节约意识；加快中国内部石油储备；等等。
[Abstract]:Energy is the basic condition and power source of modern economic development. In particular, energy prices have soared in recent years, Greenhouse Effect has intensified, energy supply and demand has deteriorated, energy shortages and environmental problems have become the theme of global energy problems. The United States and China are the two largest energy consumers in the world at present. With the increasing shortage of energy in the world, the two countries' competition for oil and gas resources in the world is difficult to avoid and lead to new friction. But at the same time, China and the United States can and need to cooperate in the field of energy. The competition and cooperation between China and the United States over the energy issue has become a new factor that affects the relationship between the two countries, as well as an important variable affecting the current international relations. In this paper, literature research method, system analysis method, prediction analysis method and other research methods are used. The energy problems in Sino-US relations and China's strategic countermeasures are analyzed from four aspects: the first part expounds the energy problems in Sino-US relations. This paper analyzes the current situation of global energy problems under the current situation. Combing the energy status of China and the United States, and studying the problems existing in the energy situation of the two countries. The second part analyzes the competition and cooperation between China and the United States in the field of energy. This paper mainly analyzes the energy competition between the two countries in the Middle East, the Caspian Sea of Central Asia, Africa, Latin America, and so on, and makes an analysis and outlook on the ways of cooperation on energy issues between the two countries and the prospects of the energy cooperation between China and the United States. The third part analyzes the impact of energy issues on Sino-American relations. This paper introduces the potential conflicts and contradictions that affect the relationship between the two countries in the energy issue between China and the United States, and analyzes the impact of energy security on the Sino-US relations and the positive factors of the energy cooperation between the two countries in promoting the relations between the two countries. The fourth part puts forward China's strategic countermeasures to the energy problem in Sino-American relations. China should strengthen the energy cooperation between China and the United States, expand to the international energy system of the Caspian Sea in Central Asia, expand international multilateral energy cooperation, strengthen China's internal awareness of energy conservation, speed up China's internal oil reserves, and so on.
