新世纪日本维和行动探析

【摘要】： 维持世界的和平与安全是联合国的重要职能之一,而联合国维和行动就是联合国维护国际和平与安全的重要手段。作为二战中的战败国,日本一直有专守防卫的限制,但是,1992年日本首次在联合国维和的旗帜下实现海外派兵的突破,这次突破不仅是国际社会关注的焦点,对于曾经遭受日本侵略的国家来说尤其值得关注。通过分析日本现在的维和行动,对日本维和未来的走向做出判断,对于我国来说具有重要的借鉴意义。本文对日本参与维和的历史过程进行大体的梳理,将日本战后参与联合国维和行动的过程分为三个部分,从冷战时期的消极对待、冷战后借名PKO实现派兵到借反恐超越PKO,这其中的背景原因是关键。日本通过参与联合国维和行动,增强了军事实力,扩大了其在世界影响力和控制力,为其“政治大国”梦想的实现打下了基础。日本军事力量的提升对国际和平与安全有重要的影响,尤其是对中国影响最大。因此,日本在参与维和的过程中有着怎样的作用以及未来的走向如何,都是值得我们研究的问题。最后,通过分析可以得出,日本军事实力虽有所增强,但由于各方面因素的制约,日本很难实现其军事大国的梦想。但是,日本庞大的人力资源、先进的技术以及充裕的资金都使得日本有成为军事大国的实力,这一点仍然值得中国警惕。
[Abstract]:The maintenance of world peace and security is one of the important functions of the United Nations, and the United Nations peacekeeping operation is an important means for the United Nations to maintain international peace and security. As a defeated country in World War II, Japan has always been restricted by its defense. However, in 1992, for the first time, Japan made a breakthrough in sending troops overseas under the banner of United Nations peacekeeping. This breakthrough is not only the focus of the attention of the international community. It is of particular concern to countries that have been invaded by Japan. By analyzing Japan's current peacekeeping operations and judging the future trend of Japanese peacekeeping, it is of great significance for our country to draw lessons. In this paper, the historical process of Japan's participation in peacekeeping is summarized, and the process of Japan's participation in United Nations peacekeeping operations after the war is divided into three parts: from the negative treatment during the Cold War period, after the Cold War to the use of PKO to send troops to borrow anti-terrorism and surpass PKO,. The background is the key. Through its participation in UN peacekeeping operations, Japan has strengthened its military strength, expanded its influence and control in the world, and laid the foundation for the realization of its dream of "political power". The rise of Japan's military power has an important impact on international peace and security, especially on China. Therefore, the role of Japan in the process of peacekeeping and the future direction are worthy of our study. Finally, through analysis, it can be concluded that although Japan's military strength has been strengthened, it is very difficult for Japan to realize its dream of a military power because of the constraints of various factors. However, Japan's huge human resources, advanced technology and abundant funds all make Japan a military power, which is still worthy of China's vigilance.
