美国“中国责任论”评析

【摘要】：随着中国经济的快速发展，中国的国际地位日益上升，在国际社会上扮演着越来越重要的角色。虽然中美是处于同一个国际体系下，并且这个体系是由美国主导的，由于种种因素，中国和美国对于国际秩序如何变革存在诸多分歧。美国面对中国的崛起，其态度是谨慎并警惕的。“中国责任论”应运而生。 2005年，美国副国务卿佐利克在美中关系全国委员会的演讲中提出，中国应成为国际体系中“负责任的利益有关方”。2008年，彼得森国际经济研究所所长弗雷德伯格斯滕“G2”概念得到了广泛的关注，由此“中美共治”理念上升到理论高度。2009年9月,在华盛顿演讲时，美国副国务卿斯坦伯格首倡中美“战略再保证”,强调中国应保证发展和壮大不以他国的安全和幸福为代价，建立中美间的合作信任。中国应该正面去回应“中国责任论”的舆论，在国际社会中积极的建立一种大国形象。同时，中美关系对于现有的国际体系稳定有着非常重要的影响，中国应该看清美国提出“责任论”的根本目的，采取正确的态度和应对措施。中国应负起与自身国际地位，获得的国际权利相符合的国际责任。这是一个不容忽视的问题，因为它影响着中国的国际形象，这也是中国软实力的一种重要体现。本论文从“中国责任论”出台大背景入手，具体介绍了“中国责任论”的内容，从大环境来分析“中国责任论”的深层含义。同时，，从中美两国的角度各自分析阐述了两国对于“中国责任论”的看法和态度。从而，最后得出中国应该充分利用“中国责任论”的这个契机，增强中国在国际社会的话语权，提高中国的软实力。
[Abstract]:With the rapid development of China's economy, China's international status is rising day by day, playing a more and more important role in the international community. Although China and the United States are under the same international system, and the system is dominated by the United States, due to various factors, China and the United States have many differences on how to change the international order. In the face of the rise of China, the United States is cautious and vigilant. China's responsibility theory emerges as the times require. In 2005, U.S. Deputy Secretary of State Zoellick proposed in a speech to the National Committee for U.S.-China Relations that China should become a "responsible stakeholder" in the international system. The concept of "G2" by Fred Bergstein, director of the Peterson Institute for International Economics, has received extensive attention, thus raising the concept of "Sino-American co-governance" to a theoretical height. In September 2009, in a speech in Washington, D.C., American Deputy Secretary of State Steinberg initiated the "strategic reassurance" between China and the United States, stressing that China should ensure that China should not build up cooperation and trust between China and the United States at the expense of the security and well-being of other countries. China should respond positively to the public opinion of "China's responsibility" and actively establish a great power image in the international community. At the same time, Sino-US relations have a very important impact on the stability of the existing international system. China should see clearly the fundamental purpose of the "responsibility theory" put forward by the United States and take correct attitude and countermeasures. China should assume international responsibility in conformity with its international status and acquired international rights. This is a problem that can not be ignored, because it affects China's international image, which is also an important embodiment of China's soft power. This paper starts with the background of "China's responsibility theory", introduces the content of "China's responsibility theory", and analyzes the deep meaning of "China's responsibility theory" from the general environment. At the same time, from the point of view of China and the United States, this paper expounds the views and attitudes of the two countries to China's responsibility theory. Finally, it is concluded that China should make full use of this opportunity of "China's responsibility theory" to enhance China's voice in the international community and improve China's soft power.
