“新太平洋共同体”设想下美国东亚政策

【摘要】: 冷战结束,旧的国际格局已经分崩离析,新的国际格局正在形成之中。作为冷战后留下的唯一超级大国——美国,开始积极追求其统治下的单极世界,在新国际格局的构建中积极地扮演主导者的角色。此时上台的克林顿总统面临着美国国内经济萧条,与西方盟友的关系也并不融洽的局面,情况不容乐观。与之相反东亚国家发展迅速,尤其是在20世纪80年代以来,亚洲四小龙的腾飞,带动着整个东亚国家的迅猛发展,成为世界瞩目的焦点,也是吸引了美国的目光。故而在多重原因的作用下,美国开始将对外战略的重点转向了东亚地区,提出了承前启后的美国东亚战略设想——“新太平洋共同体”。 本文将论述“新太平洋共同体”设想提出的背景、内容、意图;并分析在此设想下,美国在东亚地区实施的经济、安全、“民主化”政策:在此基础之上,分析美国所推行的这些政策给东亚地区带来了哪些积极和消极的影响,对美国自身又产生了哪些影响。
[Abstract]:At the end of the Cold War, the old international pattern has fallen apart and a new international pattern is being formed. As the only superpower left behind after the Cold War, the United States began to actively pursue the unipolar world under its rule and actively play a leading role in the construction of the new international pattern. President Clinton, who came to power at the time, is facing a depression in the United States and a discordant relationship with Western allies, which is not optimistic. On the contrary, the rapid development of East Asian countries, especially since the 1980s, the take-off of the four small dragons in Asia has led to the rapid development of the whole East Asian countries, has become the focus of attention in the world, but also attracted the attention of the United States. Therefore, under the action of multiple reasons, the United States began to shift the focus of its foreign strategy to East Asia, and put forward the "New Pacific Community", the strategic vision of the United States in East Asia, which links the past and the future. This paper will discuss the background, content and intention of the "New Pacific Community". Under this assumption, the economic, security and "democratization" policies implemented by the United States in East Asia are analyzed. On this basis, the positive and negative effects of these policies pursued by the United States on East Asia are analyzed. What impact has it had on the United States itself?
