试析“反恐怖主义激进化”的三个关键维度——基于英国“预防战略”的案例分析

【摘要】：在当代反恐怖主义问题上,如何从恐怖主义的发展过程入手,以非强制的手段遏止本土恐怖主义的产生和发展,已经成为各国反恐工作中的普遍问题。对此,一些国家引入"反激进化"概念以深化相关研究并完善政策措施。近十年来,反激进化工作得到迅速推进,但许多关键问题仍然没有得到有效的解决,尤其是涉及"反激进化"具体实施过程中的三个关键维度——反对什么、怎么反对、如何合作。本文选取英国"反激进化""预防战略"进行案例研究,基于上述维度对该战略的阶段性目标设置、对象指向性实施路径,以及针对"合作困境"的妥协性做法进行具体分析,尝试在非"单一反激进化模式"的情况下,归纳超越特定情境的"反激进化"的借鉴经验。
[Abstract]:In the contemporary anti-terrorism issue, how to start with the development process of terrorism and curb the emergence and development of local terrorism by non-mandatory means has become a common problem in the counter-terrorism work of various countries. In this regard, some countries introduced the concept of "reverse evolution" to deepen relevant research and improve policy measures. In the past decade, the work of reverse evolution has been pushed forward rapidly, but many key problems have not been effectively solved, especially when it comes to the three key dimensions of the implementation of "reverse evolution"-what to oppose and how to oppose it. How to cooperate. This paper selects the British "reverse evolution" prevention strategy "to carry on the case study, based on the above dimension to carry on the concrete analysis to the strategy stage goal setting, the object directivity implementation path, as well as the compromise method which aims at the" cooperation predicament ". In the case of non-"single reverse evolution model", this paper tries to sum up the reference experience of "reverse evolution" beyond a specific situation.
