21世纪初中印边界发展态势及对策

【摘要】：中国和印度部是世界文明古国，拥有悠久的历史；并且在历史上，两国长期友好合作，两国几民建立起深厚的友谊。然而，随着印度的独立，英国殖民者退出印度后遗留下来的中印边界问题，成为了两国继续发展友好关系的障碍。对于中印边界问题，中国政府认为需要举行友好的谈判加以合理的解决。但印度政府认为，目前印度地图上所标明的中印边界，大部分是为国际协定所肯定的。印度的这一观点是完全不符合事实的。当前，中印边界谈判进展不大，印度在中印边界问题上还有一些不好的发展势头，如印方频频做出不利于两国边界和平解决的动作。对于印度的这些动作，中国应该如何应对，这是一个值得思考的问题，也是一个值得做的题目。中印两国是世界上两个最大的发展中国家，两国部面临着发展本国经济和改变不合理的国际政治经济秩序的问题，如果中印边界问题可以解决，那么对中印两国的崛起将起到重要的推动作用。 21世纪最初的几年里，中印边界谈判虽然有所进展，但是一方面进展不大，另一方面实质性的进展不多。印度国家领导几对中印争议地区也频频造访，利用边界问题在国际组织内制造事端。同时，印度伴随着经济的发展和综合国力及军事实力的提高，不断在边界增兵，严重影响了两国之间的相互信任。作者认为，之所以出现这样的情况，主要是近二十年来印度通过经济改革，经济实力不断加强，有了强大的经济做支撑，军事实力也逐渐增强。同时受到国内外媒体的影响，印度政府在边界问题上态度强硬。面对这样的问题作者认为我们一方面要继续利用已有的谈判机制进行谈判，争取通过和平谈判解决中印边界问题。另一方面，我们也要做好军事斗争的准备，因为战争是政治的延续，如果谈判不成的话，战争也不是不可能的。本文共分为三个部分：第一部分，21世纪初中印边界发展态势。当前中印边界谈判进展缓慢，之所以谈判没有进展，是因为印度在谈判中丝毫不愿意让步。不但如此，印度还不断在边界增加军事存在，扩建机场，增加兵力。同时印度的高官近几年频频出现在中印争议地区。并在国际组织中利用边界问题制造事端。第二部分，21世纪初中印边界发展态势的原因分忻。作者认为印度之所以在边界动作不断，主要是因为：第一，近二十年来，印度通过经济改革，经济发展速度很快；经济发展了，意味着可以在军事上投入更多的资金。正是由于不断发展的经济军事实力使得印度不断制造事端。第二，它与当今世界的几个主要大国关系密切，例如与美国、俄罗斯、日本等关系良好，使印度拥有相对有利的国际环境。第三部分，中国对当前中印边界发展态势的对策。基于上述情况，我国的对策主要包括：第一，我国应该继续寻求通过谈判途径来解决中印边界问题；第二，虽然我们是爱好和平的国家，但是我们也不能不做进行军事斗争的准备，因为只有强大的军事实力做后盾，外交家才能在谈判中为国家争取更多的利益。所以我们要增强我国的军事实力，做好军事斗争的准备；第三，，要想解决边界问题需要中印双方增加互信，增进相互理解。总体来讲，本文阐述了当前中印边界的现状，透过这些现象来分忻背后的原因，并最终提出对策，以供探讨和交流。
