推动建立亚太地区安全合作架构的战略构想与路径选择

【摘要】：建立亚太地区安全合作架构是应对地区安全挑战、破解"亚洲悖论"、适应地区体系转型的战略选择。它以追求共同安全、综合安全、合作安全、可持续安全为宗旨,实现亚太地区的持久和平与共同繁荣。亚太地区安全合作架构是包括地区行为准则、安全合作对话机制和安全合作组织三位一体的复合型安全合作体系和运行机制。在实施路径上,它将在互信、互利、平等、协作新安全观理念基础上,坚持开放、透明、平等、包容的原则,走出一条共建、共享、共赢的安全合作之路;推动建立新型大国关系,形成亚太地区安全合作架构的战略支点;推动建设更加公正合理的亚太地区国际体系和秩序,为建立亚太地区安全合作架构创造条件。
[Abstract]:The establishment of security cooperation architecture in the Asia-Pacific region is a strategic choice to meet the regional security challenges, solve the "Asian paradox" and adapt to the transformation of the regional system. It aims at pursuing common security, comprehensive security, cooperative security and sustainable security to achieve lasting peace and common prosperity in the Asia-Pacific region. The security cooperation architecture in the Asia-Pacific region is a compound security cooperation system and operation mechanism, which includes regional code of conduct, security cooperation dialogue mechanism and security cooperation organization trinity. On the basis of the concept of mutual trust, mutual benefit, equality and cooperation, it will adhere to the principles of openness, transparency, equality and inclusiveness, walk out a road of joint construction, sharing and win-win security cooperation, promote the establishment of a new type of relations among major powers and form the strategic fulcrum of the security cooperation structure in the Asia-Pacific region. We will promote the building of a more just and rational international system and order in the Asia-Pacific region and create conditions for the establishment of a security cooperation framework in the Asia-Pacific region.
