欧盟对外政策中的战略伙伴关系

【摘要】：自2003年欧盟发表首份《欧洲安全战略》报告以来,在其指导下,欧盟以建立有效的多边主义国际秩序作为对外战略目标的核心,积极与世界关键国家发展战略伙伴关系。到目前为止,欧盟已经与10个国家建立了战略伙伴关系。这些战略伙伴关系不仅建立的方式和阶段不同、地位不完全平等,而且法律指导框架也不相同。欧盟与关键国家发展战略伙伴关系的核心目的是要通过双边伙伴关系的建立实现其构建有效多边主义国际秩序的战略目标。虽然欧盟在将战略伙伴关系作为实现战略目标的手段上取得了很大的成就,但是,其在推行战略伙伴关系的过程中也出现了很多的问题。欧盟需要使双边战略伙伴关系更加有效。
[Abstract]:Since the EU published its first European Security Strategy report in 2003, under its guidance, the EU has taken the establishment of an effective multilateralism international order as the core of its foreign strategic goal and actively developed strategic partnerships with key countries in the world. So far, the EU has established strategic partnerships with 10 countries. These strategic partnerships are not only established in different ways and stages, status is not completely equal, but also the legal guidance framework is different. The core purpose of the strategic partnership between the EU and key countries is to achieve its strategic goal of building an effective multilateralism international order through the establishment of bilateral partnerships. Although the EU has made great achievements in using strategic partnership as a means to achieve strategic objectives, there are also many problems in the process of implementing strategic partnership. The EU needs to make bilateral strategic partnerships more effective.
