奥巴马政府以来美国—东盟气候变化合作中美国的角色转变分析

　　奥巴马2008年上任之时,就采取了标志性的“重返亚太”战略并显著提升了美国在东盟地区的参与。通过与东盟国家积极开展气候变化合作,奥巴马政府将气候变化合作作为扩大在东盟地区影响力的一个软维度。然而,特朗普对气候变化持否定态度并转向“美国优先”。特朗普在很大程度上实施了战略收缩,同时减少了参与应对气候变化的行动。以此为背景,本文旨在研究奥巴马政府以来美国-东盟气候变化合作中美国的角色转变。本文从气候变化的三个方面,即海平面上升,可再生能源与极端天气出发,对比分析了奥巴马政府以来美国-东盟的气候变化合作情况,包括仍在进行以及已经放弃的气候变化合作项目。通过对奥巴马与特朗普对于气候变化所持立场、不同的外交政策取向以及美国国内因素的分析,本文进一步分析了两届政府在与东盟开展气候变化合作方面产生变化的原因。本文认为特朗普政府时期,在与东盟开展气候变化合作时,美国的领导力有所减弱。一方面,美国大幅减少了气候资金。另一方面,气候变化在美国对东盟外交政策中的重要性也不如从前。
