【摘要】：到19世纪末，美国已经完成了从自由资本主义进入垄断资本主义的过渡时期，并逐渐成为一个世界上新的帝国主义强国。1898年美西战争爆发，正是美国在亚太地区的扩张以及世界秩序重组的结果。美西战争以西班牙的失败而结束，，并在美国和西班牙之间签订了《巴黎条约》。在菲律宾战区，由于美西战争的失败，西班牙将原属的菲律宾群岛割让给美国。因此，菲律宾在经过超过300年的西班牙统治后，开始进入美国统治时期。由于当时的国际背景和美国本身是一个新兴的帝国主义强国，因而美国在制定对菲律宾的政治，经济，文化等政策与其他的帝国主义有所不同。从1898年到1946年（除了1941年至1945年日军占领的期间以外），美国在菲律宾近50年的统治里，在不同的历史阶段又具有不同的特点。而这段美国的统治经验已深刻地影响了菲律宾的政治，经济，文化和社会其他各方面。通过对美国在菲律宾的政策分析，以及这一历史时期对菲律宾的发展影响，我们可以看到美国作为一个新兴的资本主义强国与旧的殖民国家在对外政策的形成与制定的不同。本文将试图对美国在菲律宾的政策进行系统，客观和全面的研究，分析特定历史时期下美国政策特点以及对菲律宾的发展影响。
