【摘要】：社会主义新农村建设的核心--农村文化建设,其作用显而易见,一方面通过丰富农村的精神文化生活为农村的进一步发展提供了精神动力,另一方面通过提升农民的科学文化水平为农村的进一步发展提供了智力支持。农村文化建设的加强提高了农村人口整体素质,而人才是一个地区快速发展的关键,要缩小农村与城市的差距,农村文化建设是一个的重要途径。同时,农民的道德修养在加强农村文化建设的过程中也得到了提升,从而促进了农村社会的和谐发展。阳新县近几年的农村文化的建设效果显著,各乡村新建了图书馆和文化活动中心,开展的文化活动也比以往更多,更符合农民的口味,尽管如此,但还远远不能满足广大农民的需求。相比经济的发展,文化的建设还比较落后,主要存在以下几个问题:一是农村文化设施比较少;二是农民文化素质不高;三是农村文化人才队伍问题突出;四是农村文化市场不规范。经过分析研究,根本原因在于领导不够重视,农村教育落后,农村文化人才的福利待遇差。与国外相比,财政上对农村文化建设的投入不足,农业培训机构少,基层政府对农村文化建设的宣传也做得不够好。本人在广泛查阅国内外关于农村文化建设研究资料的基础上,并亲自走访阳新县各个乡村进行了调查研究,通过理论与实践的结合,给出了一套加强阳新县农村文化建设的措施:一是要加强政府对农村文化建设的重视;二是要加强农村文化教育以提高农民整体文化水平;三是要完善农村文化人才服务体系和出台相关政策来加大农村文化人才引进力度,并在此基础上,提高农村文化人才工作的待遇;四是进一步规范和加强管理农村文化市场。希望通过我的研究,能为阳新县农村文化建设增砖添瓦。
[Abstract]:The role of rural cultural construction, which is the core of the construction of new socialist countryside, is obvious. On the one hand, it provides the spiritual power for the further development of rural areas by enriching the spiritual and cultural life in rural areas. On the other hand, it provides intellectual support for the further development of the countryside by raising the scientific and cultural level of the peasants. The strengthening of the rural cultural construction improves the overall quality of the rural population, and talent is the key to the rapid development of a region. To narrow the gap between rural and urban areas, rural cultural construction is an important way. At the same time, farmers' moral cultivation has also been promoted in the process of strengthening rural cultural construction. This has promoted the harmonious development of the rural society. The construction of rural culture in Yangxin County in recent years has achieved remarkable results. New libraries and cultural activity centers have been built in various villages, and more cultural activities have been carried out than before, which are more in line with the taste of farmers. In spite of this, it is far from being able to meet the needs of the majority of peasants. Compared with the development of economy, the construction of culture is still relatively backward. The main problems are as follows: first, the rural cultural facilities are relatively few; second, the peasants' cultural quality is not high; Third, the problem of rural cultural talent ranks is prominent; fourth, the rural cultural market is not standardized. Through analysis and research, the fundamental reason lies in the fact that the leadership is not paying enough attention to, the rural education is backward, and the welfare treatment of rural cultural talents is poor. Compared with foreign countries, The financial investment in rural cultural construction is insufficient, the agricultural training institutions are few, and the grass-roots government's propaganda for rural cultural construction is not good enough. On the basis of extensive reference to the research materials on rural cultural construction at home and abroad, Through the combination of theory and practice, this paper puts forward a set of measures to strengthen the rural cultural construction of Yangxin County: first, to strengthen the government to attach importance to rural cultural construction; The second is to strengthen cultural education in rural areas in order to improve the overall cultural level of farmers; third, to improve the service system of cultural talents in rural areas and to introduce relevant policies to increase the intensity of the introduction of cultural talents in rural areas, and on this basis, The fourth is to further standardize and strengthen the management of the rural cultural market. Through my research, I hope to add bricks and tiles to the rural cultural construction in Yangxin County.
