论社区公共文化设施配置的计量参照

【摘要】：随着《公共文化服务保障法》的颁布实施,社区文化治理的体制刚性得以实现。这意味着现代公共文化治理体系与治理能力现代化正在进入新的发展阶段,并且在"最后一公里"环节面临社区文化治理的极大机遇和全面挑战。社区文化治理的设施配置问题应参照人口规模、社会结构和绩效标竿等要素。基于人口规模配置设施,我们才能走出行政意志统置的粗放型社区文化治理无效的既往困境;在异质性社会结构形态中,应基于异质形态特征确立指向分异的社区文化设施配置原则;在同质结构形态但要素构成比重不同的前置条件下,应基于要素构成的影响因子动态博弈变化,具体制定测算特定社区文化设施配置的有效技术方案;文化设施扩容或文化设施升级的二次配置,其配置标竿应该与平台工具运行绩效状况和政策工具使用绩效状况保持同步关系和平行可换算关系。
[Abstract]:With the promulgation and implementation of the Law on the Protection of Public Cultural Services, the institutional rigidity of community cultural governance has been realized. This means that the modernization of modern public cultural governance system and governance ability is entering a new stage of development. And in the "last kilometer" link faces the great opportunity and the overall challenge of the community cultural governance. The allocation of the facilities of the community cultural governance should refer to the population scale, social structure, performance benchmark and other elements, based on the population scale allocation facilities, Only in the form of heterogeneous social structure, we can get out of the previous predicament of ineffective governance of extensive community culture, and establish the principle of cultural facilities allocation pointing to differentiation based on the characteristics of heterogeneous social structure. Under the precondition of homogeneous structure form but different proportion of element constitution, the effective technical scheme to calculate the cultural facilities allocation of a specific community should be formulated based on the dynamic game changes of the influencing factors of the element constitution; The secondary configuration of cultural facility expansion or cultural facility upgrade should be synchronized and parallel conversion relationship with platform tool performance and policy tool performance.
