强化公共文化服务政府责任的思考

【摘要】：公共文化服务属于基本公共服务。加强现代公共文化服务体系建设,首先应强化各级政府的主体意识、责任意识和自觉意识。加强公共文化立法,提高公共文化建设法制化水平,是强化政府责任的根本体现。理顺公共文化管理体制,加强各级政府对公共文化服务体系建设的统筹协调,是强化政府责任的现实要求。促进公共文化服务均衡发展,是强化政府责任的战略重点。完善公共文化服务财政保障机制,是强化政府责任的基本任务。不能把公共文化服务的政府主导和社会化发展割裂开来、对立起来。
[Abstract]:Public cultural service belongs to the basic public service. To strengthen the construction of modern public cultural service system, we should first strengthen the consciousness of subject, responsibility and consciousness of all levels of government, and strengthen the legislation of public culture. To raise the level of legalization of public cultural construction is the fundamental embodiment of strengthening the government's responsibility, to rationalize the public cultural management system and to strengthen the overall coordination of the construction of public cultural service system by governments at all levels. It is the realistic requirement of strengthening government responsibility, promoting the balanced development of public cultural service, is the strategic focus of strengthening government responsibility, and perfecting the financial guarantee mechanism of public cultural service. It is the basic task of strengthening the government's responsibility, and cannot separate and antagonize the government's leading and socialized development of public cultural service.
