社区公共文化服务“合作化”供给机制及其效度——基于武汉市爱家国际社区的调查与思考

【摘要】：公共文化服务在基层的下沉,既需要社区来推动,也需要辖区内的社团组织来补充,通过两者的有效合作来实现社区公共文化服务的供给。本文以爱家国际社区为案例分析,在公共文化服务供给过程中,爱家国际社区为辖区内的社团组织提供基础性供给和竞争性供给,并积极推动了社团组织的成长与发展;而社团组织在享受社区公共文化资源的同时,也成为公共文化产品落实的嫁接者,发挥了"双向互动式"服务的驱动效应。笔者把这一新的公共文化服务供给模式称为"合作化"模式。同时也探究了新模式的可能性,合作的可能既源于社区"应付式"和"减压式"双重逻辑的推动,又基于社团组织合法性的认可和体制资源依附的选择。这一模式实现了公共文化服务的多样化供给机制,促进了公共文化服务进一步下沉到基层,也达到了建设和谐社区的目的,并发挥了文化治理效应;不过这一模式也有明显的限度,管理制度的不善导致社区环境恶性发展,社区文化资源的过渡依赖造成独立自主性丧失,权力边界的模糊化致使双方功能角色的迷失。这些问题在双方的公共文化服务"合作化"供给中需要引起高度重视。
[Abstract]:The sinking of public cultural services at the grass-roots level needs not only community promotion, but also community organizations within the jurisdiction to supplement, to realize the provision of community public cultural services through effective cooperation between the two. This paper takes the international community of Aijia as a case study. In the process of providing public cultural services, the international community of Aijia provides basic supply and competitive supply for the community organizations in the jurisdiction, and actively promotes the growth and development of the community organizations. While enjoying the public cultural resources of the community, the community organizations also become grafts for the implementation of public cultural products. It has brought into play the driving effect of "two-way interactive" service. The author calls this new public cultural service supply mode "cooperative" mode, and also explores the possibility of the new model. The possibility of cooperation stems from the dual logic of "coping" and "decompression", and based on the recognition of the legitimacy of community organizations and the choice of institutional resources, which realizes the diversified supply mechanism of public cultural services. It promotes public cultural services to sink further to the grass-roots level, also achieves the goal of building a harmonious community, and exerts the effect of cultural governance. However, this model also has obvious limits, the poor management system leads to the malignant development of the community environment. The transitional dependence of community cultural resources leads to the loss of independence and the loss of the roles of both sides due to the blurring of power boundary. These problems need to be paid more attention to in the supply of "co-operative" public cultural services between the two sides.
