反弹琵琶:甘南藏区公共文化服务优先发展战略构想

【摘要】：文章以甘南藏区作为少数民族聚居地区发展公共文化服务的典型个案,探寻在民族传统文化资源富集而公共文化服务缺失的地区如何加快公共文化服务的发展,推进公共文化服务体系建设。通过对甘南藏区现代化道路的反思及公共文化服务的共性与殊异性的理性认识,文章提出反弹琵琶,突破经济欠发达——文化贫困怪圈的新思维,建立社会事业或公共服务优先发展战略,而公共文化服务优先发展是社会事业或公共服务优先发展战略的延伸和细化。
[Abstract]:Taking Gannan Tibetan region as a typical case of developing public cultural service in minority areas, this paper explores how to speed up the development of public cultural services in areas where traditional cultural resources are enriched and public cultural services are lacking. We will promote the construction of a public cultural service system. Through the reflection on the road of modernization in Gannan Tibetan area and the rational understanding of the commonness and difference of public cultural service, the article puts forward the new thinking of rebounding pipa and breaking through the strange circle of economic underdevelopment and cultural poverty. The establishment of social service or public service priority development strategy, and public cultural service priority development is the extension and refinement of social undertakings or public service priority development strategy.
