文化与建设和平:文化分层的视角

【摘要】：理解文化对建设和平的影响,需要对文化概念进行分层。作为世界观的文化影响着和平的基本概念和建设和平的根本方式;作为政治规范的文化决定了具体以何种政治组织形式和路径来重构国内秩序与和平;作为社会习俗的文化则在微观互动层次上影响着宏观层次总体和平进程的成败。忽略任何层次文化的作用,对脆弱国家国内冲突解决与建设和平都是浅薄和危险的,准确理解文化因素的作用对国际和平行动具有重要战略价值与政策意义。
[Abstract]:Understanding the impact of culture on peacebuilding requires stratification of cultural concepts. Culture as a world outlook influences the basic concept of peace and the fundamental way of building peace, and culture as a political norm determines the specific form and path of political organization to reconstruct domestic order and peace. Culture, as a social custom, affects the success or failure of the overall peace process at the macro level at the micro level. Ignoring the role of culture at any level is shallow and dangerous for conflict resolution and peace-building in fragile States. An accurate understanding of the role of cultural factors is of strategic value and policy significance to international peace operations.
