需求导向的农村公共文化政策研究

【摘要】：在新农村建设如火如荼地进行和公共政策研究以考察业务性内容为主的双重背景下,通过从政策目标群体的需求角度出发,以农村公共文化项目为切入点,研究农村公共文化的供给政策满意度和实际需求,探寻如何使农村公共文化政策切实反映农民的实际需求,并思考改进需求导向的农村公共文化政策制定的建议。首先,通过对浙江省内27个行政村的农家书屋、广播电视“村村通”工程和送戏下乡三个政策项目进行实地调研,结合问卷和访谈,综合评价农民对三个政策项目的满意度以及他们的现实文化需求,发现存在的供需失衡表现有：农家书屋内生阅读需求不足,书籍实用性低；电视“村村通”升级数字电视的需求不强,广播缺乏因地制宜；送戏下乡差异化需求明显。其次,调研存在的农村公共文化供需失衡表现可以归结到可能造成失衡表现的主要政策周期阶段,采用回溯推理法,并结合改进的政策周期理论分析可能的失衡原因：议程设定阶段没有需求识别与界定,缺少需求表达渠道；政策规划方案的灵活性不够,欠缺对公众参与的引导；政策执行过程脱离区域实际,供给方式选择路径依赖；政策评估阶段缺少真正的政策绩效评估。最后,根据上述分析,提出几点改进基于农民实际需求的农村公共文化政策制定的建议,即完善需求识别程序,建立健全需求表达与反馈机制；政策应兼具原则性与灵活性,避免“一刀切”；厘清政策目标,恰当选择供给方式；弱化对业务性指标考量,注重对政策绩效的评估。
[Abstract]:Under the dual background that the construction of new countryside is in full swing and the research of public policy is focused on the investigation of professional content, from the point of view of the needs of the policy target groups, this paper takes the rural public cultural projects as the breakthrough point. This paper studies the supply policy satisfaction and actual demand of rural public culture, explores how to make the rural public culture policy reflect the farmers' actual demand, and considers the suggestions to improve the demand-oriented rural public cultural policy. Through the field investigation on the three policy items of the rural bookshop in 27 administrative villages in Zhejiang Province, the radio and television "Village to Village" project and the sending of drama to the countryside, combined with questionnaires and interviews, Through comprehensive evaluation of farmers' satisfaction with the three policy items and their realistic cultural needs, it is found that the imbalance between supply and demand exists in the following aspects: insufficient endogenous reading demand and low practicability of books in rural book houses; Television "village and village" upgrade the demand for digital television is not strong, radio lack of measures to adapt to local conditions; send drama to the countryside difference demand is obvious. Secondly, The imbalance between supply and demand of rural public culture can be summed up to the main policy cycle stage which may cause the imbalance, and the method of backtracking reasoning is adopted. Combined with the improved policy cycle theory to analyze the possible imbalance reasons: there is no identification and definition of needs in the agenda setting stage, lack of channels of demand expression, lack of flexibility of policy planning, lack of guidance to the public participation; The policy implementation process is divorced from the regional reality, the supply mode choice path dependence; the policy appraisal stage lacks the real policy performance appraisal. Finally, according to the above analysis, Some suggestions are put forward to improve the rural public cultural policy based on the farmers' actual needs, that is, to perfect the demand identification procedure, to establish and improve the mechanism of demand expression and feedback, and to avoid the "one-size-fits-all" policy by combining principle and flexibility. Clarify the policy objectives, choose the appropriate supply mode, weaken the business indicators, pay attention to the evaluation of policy performance.
