社会主义市场经济下中国文化体制改革的基本经验研究

【摘要】:随着改革开放的不断深入,原来适应计划经济体制的文化体制弊端不断出现,社会主义市场经济的确立更加迫切要求对现有文化体制进行改革。本文坚持辩证唯物主义和历史唯物主义,采取理论与实践、历史与现实相结合的方法,通过对社会主义市场经济下文化体制改革进行纵向的历史考察,总结文化体制改革的基本经验,对进一步深化文化体制改革,推进社会主义现代化建设具有一定的理论价值和现实意义。全文主要分为四个部分: 第一部分主要阐述了与文化体制改革相关的基本概念。对体制和文化体制的含义进行了定义,区分了文化事业和文化产业。 第二部分是对新时期文化体制改革背景的分析。新中国文化体制的形成主要受三个因素的影响:苏联文化体制的借鉴,学习和模仿苏联高度集中的文化体制;战时文化体制的沿续,新中国建立的文化体制以此为基础,文化作为宣传工具,附属于政治;受中国传统文化中文化政治化的影响。此外,阐述了旧文化体制的利弊和文化体制改革的动力。 第三部分主要是对社会主义市场经济下我国文化体制改革的发展历程进行考察。在社会主义市场经济的大背景下,以十四大和十六大为分割点划分为两大阶段:文化体制改革展开阶段1992年至2002年,文化体制改革在探索中不断前进;文化体制改革纵深推进阶段2002年至2013年,文化体制改革的步伐明显加快。此外,对文化体制改革未来的发展做了展望。 第四部分论述了社会主义市场经济下我国文化体制改革的基本经验。一是在多元文化中坚持社会主义核心价值观导向,保证马克思主义在党意识形态领域内的主导地位,同时尊重文化的差异化和多元性;二是积极推进政府文化职能转变,提高文化领域宏观调控能力;三是积极发展文化事业和文化产业,将社会效益放在首位,实现社会效益与经济效益的统一。四是在坚持以人为本的前提下,推进文化民生建设,保障人民基本文化权益;五是坚持文化走出去,通过文化交流和文化贸易,不断扩大中华文化的影响,提高国家文化软实力,增强我国在国际市场的文化竞争力。
[Abstract]:With the deepening of the reform and opening up, the malpractice of the cultural system which used to adapt to the planned economic system appears constantly, and the establishment of the socialist market economy calls for the reform of the existing cultural system more urgently. This paper insists on dialectical materialism and historical materialism, adopts the method of combining theory and practice, history and reality, and makes a longitudinal historical investigation on the reform of cultural system under the socialist market economy. Summing up the basic experience of cultural system reform has certain theoretical value and practical significance for further deepening cultural system reform and promoting socialist modernization. The paper is divided into four parts: the first part mainly expounds the basic concepts related to the reform of cultural system. The meaning of the system and the cultural system is defined, and the cultural cause and the cultural industry are distinguished. The second part is the analysis of the background of the cultural system reform in the new period. The formation of the cultural system in New China was mainly influenced by three factors: the reference of the Soviet cultural system, the study and imitation of the highly concentrated cultural system of the Soviet Union, the continuation of the cultural system in wartime, and the cultural system established in New China as a basis. Culture, as a propaganda tool, is attached to politics; influenced by the politicization of culture in Chinese traditional culture. In addition, it expounds the advantages and disadvantages of the old cultural system and the motive force of the reform of the cultural system. The third part mainly investigates the development course of China's cultural system reform under the socialist market economy. Under the background of socialist market economy, the 14th National Congress and the 16th National Congress of China are divided into two stages: from 1992 to 2002, the reform of the cultural system progressed continuously in the process of exploration; From 2002 to 2013, the pace of cultural system reform accelerated obviously. In addition, the future development of cultural system reform is prospected. The fourth part discusses the basic experience of China's cultural system reform under the socialist market economy. One is to adhere to the socialist core value orientation in the pluralistic culture, to ensure the leading position of Marxism in the ideological field of the Party, and to respect the cultural differentiation and pluralism at the same time; and the other is to actively promote the transformation of the cultural functions of the government. Third, actively develop cultural undertakings and cultural industries, put social benefits in the first place, and realize the unity of social and economic benefits. The fourth is to promote the construction of culture and people's livelihood and safeguard the basic cultural rights and interests of the people on the premise of adhering to the people-oriented approach; fifth, to persist in going out of the cultural arena and continuously expand the influence of Chinese culture through cultural exchanges and cultural trade. Improve the national cultural soft power, enhance our cultural competitiveness in the international market.
