地方文化与农村公共品的多元供给及其基

【摘要】：农村公共品供给主体与方式的多元化已经成为公共品研究领域的一种共识,但如何实现多元化供给并保证公共品供给模式的有效运作则需要深入思考。赣南B村自来水多元化供给的案例证明,公共品的多元供给离不开国家政策与资源对村庄社会基础的对接,离不开对农民个体首创精神的尊重,离不开对民间权威与地方力量的借助和发动。公共品供给多元化的过程既是国家从实际出发有选择性地承担公共责任的过程,也是充分地动员和调动地方力量参与和维护公共品供给与使用的过程,乡土知识和民间权威是政策执行有效达成不可缺少的辅助性力量。
[Abstract]:The diversification of the main body and mode of rural public goods supply has become a consensus in the field of public goods research, but how to realize the diversification of supply and ensure the effective operation of public goods supply mode need to be deeply considered. The case of diversified supply of tap water in village B of Gannan proves that the pluralistic supply of public goods is inseparable from the docking of national policies and resources to the social foundation of villages, and from the respect for the individual initiative of farmers. Cannot leave to the folk authority and the local strength the assistance and the mobilization. The process of diversifying the supply of public goods is not only a process for the country to undertake public responsibility selectively from the practical point of view, but also a process for fully mobilizing and mobilizing local forces to participate in and maintain the supply and use of public goods. Local knowledge and folk authority are indispensable auxiliary forces for effective policy implementation.
