“反规划”理论在文化遗产保护规划中的应用

【摘要】：文化遗产保护规划体系的构建是我国区别于其他国家文化遗产保护的特色,是最近十余年我国文物保护工作的一种新方法,由文物保护工作理念、城市规划模式综合形成。由于缺少系统完善的理论体系支撑,文化遗产保护规划在实际的工作中仍然面临着一些问题,现有的规划方法不足以应对。本文首次将景观规划领域的“反规划”理论引入文化遗产保护规划中,提出“文化遗产保护反规划”概念并对其涵义进行界定。对现有规划体系与“反规划”理论体系进行比较,分析二者之间的区别与联系,凸显“反规划”理论的优越性以及在文化遗产保护规划中的适用性。 本文以甘泉宫遗址为案例,借鉴“反规划”理论,采用逆向思维提出遗址的保护规划策略：第一,保护优先,确立遗址安全格局；第二,采用最低干预进行展示规划；第三,根据考古工作的进展,运用弹性规划方法对遗址区居民进行安置。以期对同类型的文化遗产保护规划提供参考,并能够突破城市规划框架结构对文化遗产保护规划的限制,构建更加完善、科学、合理的文化遗产保护规划理论体系。
[Abstract]:The construction of cultural heritage protection planning system is a special feature of cultural heritage protection in our country, which is a new method of cultural relic protection in our country in the last ten years. It is formed by the concept of cultural relic protection and the mode of urban planning. Due to the lack of systematic and perfect theoretical system, the cultural heritage protection planning still faces some problems in the practical work, and the existing planning methods are not enough to deal with it. In this paper, the theory of "anti-planning" in the field of landscape planning is introduced into the planning of cultural heritage conservation for the first time, and the concept of "anti-planning of cultural heritage protection" is put forward and its meaning is defined. This paper compares the existing planning system with the "anti-planning" theoretical system, analyzes the difference and relationship between them, and highlights the superiority of the "anti-planning" theory and its applicability in the planning of cultural heritage protection. This paper takes the Gan Quan Palace site as an example, draws lessons from the theory of "counter-planning", and puts forward the protection planning strategy of the site by using reverse thinking: first, to protect the site first, to establish the site safety pattern; second, to use the minimum intervention to carry out the display planning; Thirdly, according to the progress of archaeological work, the flexible planning method is used to resettle the residents of the site area. In order to provide reference for the same type of cultural heritage protection planning, and to break through the restrictions of urban planning framework on cultural heritage protection planning, and to build a more perfect, scientific and reasonable theoretical system of cultural heritage protection planning.
