优秀传统文化与乡村治理现代化研究

【摘要】：我国正处在增长速度换档期、结构调整阵痛期、前期刺激政策消化期“三期叠加”阶段。“三期叠加”是我国走向社会主义现代化的必经过程,这主要是经济结构调整,经济增长方式转变和多年积压的社会各种矛盾共同作用的结果。随着城市化和农民工市民化的不断加快,新科技如大数据、“互联网+”的广泛应用,使农业与二、三产业融合发展,产生了新型职业村民,培育了乡村新的经济增长点,改变了乡村生产生活方式。同时也应该看到乡村的空心化在不断加深,收入差距不断加剧,乡村成员人际维系也多基于经济考量。外来以及传统的负面文化又卷土重来,正撼动着乡村的传统优秀的价值观、社会信仰,致使乡村当中道德缺失,拜金主义、攀比思想横行。治理水平低下,使得乡村治安混乱、环境恶化。法治不完善,也使得安全事故、群体性暴力事件屡屡频发。新常态要有新状态,新理念呼唤新作为。全能型政府治理体系已经不再适应乡村发展的需要。变全能型政府为服务与治理型政府,变封闭式治理体系为现代开放式治理体系,成为我国全面建成小康社会的重要举措。相比治理方式,优秀传统文化的乡村治理功能有其无可替代的优越性,不以强制和暴力为手段,因而具有调理性;不以控制和监督为补充,因而具有高效集约性;不以外在规制为表现,因而具有稳定性;因优秀传统文化涉及乡村生产生活的方方面面,所以还具有治理的广泛性、灵活性等。因此将优秀传统文化引入到乡村的治理当中来,探讨优秀传统文化的乡村治理功能,总结归纳出其实现路径是本文的重点。本文从政治学、社会学、公共管理学等学科出发,以“优秀传统文化在乡村治理现代化过程中可以发挥哪些功能并且以何种方式实现”为核心展开研究。本文除绪论外一共有四章。其结构为:绪论,主要介绍本论文的研究背景、意义以及国内外研究现状,也阐述了文章研究思路、方法和创新点。第一章归纳了优秀传统文化的内涵与基本特征、乡村治理现代化的内涵与重大意义,在此基础上总结优秀传统文化与乡村治理现代化的辩证关系。第二章分析了当前乡村治理现代化的困境及其文化根源。第三章为本论文的核心,诠释了优秀传统文化在乡村治理现代化过程中的功能。第四章提出了乡村治理现代化引入优秀传统文化的路径。本文对优秀传统文化与乡村治理现代化进行了初步理论研究。但是如何将其体系化、规范化,让优秀传统文化在乡村治理现代化过程中充分发挥作用,促进乡村治理的至善,仍然需要学界深入的探索和创新精神的注入。
[Abstract]:China is in the period of shift of growth rate, period of structural adjustment and labor pain, and stage of "three phases superposition" in the period of early digestion of stimulus policy. The "three phases superposition" is the necessary process for our country to move towards socialist modernization, which is mainly the result of the economic structure adjustment, the transformation of economic growth mode and various kinds of social contradictions which have accumulated for many years. With the rapid development of urbanization and the urbanization of migrant workers, the extensive application of new technologies such as big data and the Internet has brought about the integration of agriculture with the secondary and tertiary industries, resulting in a new type of professional villagers and a new economic growth point in the countryside. Changed the rural production and life style. At the same time, we should also see that the hollowing out of the countryside is deepening, the income gap is increasing, and the interpersonal support of rural members is based on economic considerations. Foreign and traditional negative culture has made a comeback, which is shaking the traditional excellent values and social beliefs in the countryside, resulting in the lack of morality, money worship and comparison of ideas in the countryside. Low level of governance, making rural security chaos, environmental degradation. Rule of law is not perfect, also make safety accidents, mass violence incidents occur frequently. The new normal must have a new state, new ideas call for new acts. All-powerful government governance system has no longer adapted to the needs of rural development. Changing the omnipotent government into the service and governance government and changing the closed governance system into the modern open governance system has become an important measure to build a well-off society in an all-round way in our country. Compared with the mode of governance, the rural governance function of excellent traditional culture has its irreplaceable superiority, it does not use coercion and violence as a means, so it has rational regulation, and it is not supplemented by control and supervision, so it has high efficiency and intensity. Because the excellent traditional culture is involved in all aspects of rural production and life, it also has the universality and flexibility of governance. So it is the focus of this paper to introduce the excellent traditional culture into the rural governance, to explore the rural governance function of the excellent traditional culture, and to sum up its realization path. Starting from the subjects of political science, sociology and public management, this paper focuses on "what functions and ways can be played by excellent traditional culture in the process of modernization of rural governance". In addition to the introduction, there are four chapters in this paper. Its structure is as follows: introduction, mainly introduces the research background, significance and current research situation of this paper, and also expounds the research ideas, methods and innovation points of this paper. The first chapter summarizes the connotation and basic characteristics of the excellent traditional culture, the connotation and significance of the modernization of rural governance, and summarizes the dialectical relationship between the excellent traditional culture and the modernization of rural governance. The second chapter analyzes the predicament and cultural origin of the modernization of rural governance. The third chapter is the core of this paper, explaining the function of excellent traditional culture in the process of rural governance modernization. The fourth chapter puts forward the way of introducing excellent traditional culture into the modernization of rural governance. This article has carried on the preliminary theory research to the outstanding traditional culture and the countryside governance modernization. However, how to systematize and standardize it, to give full play to the outstanding traditional culture in the process of modernization of rural governance and to promote the best of rural governance still need further exploration and injection of innovative spirit in academic circles.
