【摘要】：山县有朋是明治国家的第二代核心领导人,从1878年就任参谋本部长以来,占据国家权力中枢40余年,在"确立近代天皇制国家构造及天皇制国家观的三大宪法《军人敕谕》、《明治宪法》、《教育敕语》"中,主导制定了培育军国主义的《军人敕谕》和《教育敕语》。山县有朋作为创建军部的最高指导者,开创了军政与军令、国务与统帅二元分离的政治体制,而且借助天皇的权威对军国主义政治体制的运作机构"军部",赋予了统帅权独立、帷幄上奏权、军部大臣现役武官专任制、军令等于敕令等超越宪法的特权,使之成为天皇制国家的权力重心和最具权威性的政治力量,称其为天皇制军国主义政治体制的奠基人绝不为过。
