冷战结束后的英美特殊关系

1939年以前,英美关系并无特殊之处。第二次世界大战期间,为了联合对抗法西斯,在丘吉尔和罗斯福的共同努力下英美“特殊关系”初步建立。1946年丘吉尔在其“铁幕演说”中十分明确地提出了这一关系,标志着英美特殊关系正式建立。冷战时期,为共同对抗苏联这种特殊关系得以维持和加强,并成为该时期的一个重要标志。 然而冷战结束后,围绕这一问题出现了一个主要的争论:英美关系是否依然特殊?在笔者看来,冷战结束后英美关系依然特殊并得到了加强,这种特殊关系是无可替代的。英美特殊关系在这一时期的表现可以证明笔者的观点。其表现包括:联合军事行动和军事技术合作,密切的经贸往来,情报领域的合作,外交合作和学术往来等。 冷战后英美特殊关系得以维持和加强有其特殊的原因,其中包括经济因素,历史和文化因素,政治和外交需要以及两国领导人密切的私人关系等。这些原因使英美关系维持了其特殊性。同时不容忽视的是和其它任何双边关系一样,冷战后的英美特殊关系面临着许多问题,如:特殊关系存在着不对等性,英国在欧美之间处于两难的境地,英美之间分歧不断等。但是这些问题的存在无法改变冷战后的英美关系依然特殊这一事实。 本文旨在...
