西奥多·罗斯福改革思想和美国政治的改革传统

　　提起西奥多·罗斯福在中国人通常会想起一个主张大棒政策的外交家,而这位罗斯福也是美国 19 世纪末 20 世纪初的一位政治改革家。从约 1890 年到第一次世界大战开始这一段时间,美国几乎所有的阶级和群体都积极地针对在农业社会向现代的工业社会转型过程中出现的种种问题进行社会批评、提出解决方案,这次改革浪潮在历史上被称为进步主义运动。西奥多·罗斯福有机会在 20 世纪初领导美国并在其跨越整个进步主义时期的政治生涯中一直推行改革。他为公众福祉而打造监管力度更大、公正政府的激烈言辞,对美国根本政治理想的坚信不移和他具有矛盾性的政治行动给他带来了赞誉和批评。相对于他强势的个性,他改革的成就显得比较有限,从维护美国资本主义政治秩序的角度说,他的改革思想也是保守的。总体而言,他在美国人民记忆里是一位进步主义总统,但是他改革思想的实质是为了维护美国的根本制度和价值观。 本文用阿瑟·施勒辛格父子的美国历史循环上升理论来检视西奥多·罗斯福改革思想的实质。施勒辛格父子发现美国政府平均相隔十六年左右就有在以公众利益为主和以私人利益为主的两种政策主导之间变换。西奥多·罗斯福改革思想中的更强大、监管性更强的联邦政...
