【摘要】： 宋代的三班院是负责管理三班使臣名籍、磨勘、差遣的中央人事机构。宋初设立三班院,其职权继承于宣徽院,元丰改制后被改组为吏部侍郎右选。宋太宗即位之后,三班使臣数目大增,以宣徽院为管理体制的人事机构,已经不能胜任对三班使臣的差遣事务。这也是三班院设立的直接原因。三班院设立后三班院长官一般由皇帝信任的大臣来担任。三班院机构简单,人员配备少,长官任职时间短是其机构的特点。三班使臣的来源主要是荫补、军员转补、吏人出职,宋仁宗朝之后,武举出身者也加入到了三班使臣的行列。不同出身的使臣,入官的考试也不一样。其中以武举出身者考校最为严格,荫补出身者到宋神宗时才制定了完整的呈试法。三班院只负责荫补出身者的书算、策略考试。三班院磨勘使臣,看重的是其任官年限,定使臣差遣,看重的是其任职资历。其中,确定使臣差遣是重点,定使臣差遣要权衡使臣的任使经历,使使臣任职得到均衡。除此之外,三班院还要负责向枢密院推荐走马承受的人选。三班院确定使臣的官职、差遣,要经过枢密院的审覆,皇帝的引对,使臣的任命并不完全取决于三班院。宋代的监察机构对三班院有监督的作用。对三班院的研究,可以深化我们对宋代三班使臣作用的认识。
