清代南疆办事大臣职权考

【摘要】：文章考察了清代南疆地区各城办事大臣任职资格、职权特点。认为南疆的办事大臣基本是由三品以上的官员出任,在品级、资历上与喀什噶尔参赞大臣没有高低之分,和其他地区的办事大臣可互相调任,在权力行使上有很强的独立性。这种状况不仅是由当时的交通、通讯及军队的后勤补给、驻防兵力不足等条件限制造成的,也是清朝分区有效管辖思想的体现,至晚期,这种分区驻防、各自为政的状况才为行省制所取代。
[Abstract]:The article examines the qualifications and functions of the city ministers in the south of the Qing Dynasty. It is considered that the minister of affairs in southern Xinjiang is basically composed of three or more officials with no distinction of rank and seniority with the Minister of Counsellor of Kashgar, who can be transferred to other regions and has a strong independence in the exercise of power. This situation was not only caused by the conditions of transportation, communications and military logistics supply, insufficient garrison and other conditions, but also the embodiment of the concept of effective jurisdiction in the sub-districts of the Qing Dynasty, which were garrisoned in the late period of the Qing Dynasty. The situation of separate government was replaced by the provincial system.
