宋朝保护名胜的政策与措施研究

【摘要】： 宋朝是一个政治、经济、文化均比较发达的朝代。作为其统治政策的组成部分,保护名胜的政策与措施也取得了一定的成就。宋朝保护名胜的政策与措施的制定是比较严密的,既有法律条文又有政策性规定,尤以各种政策性规定为多。这些政策与措施分别从对名胜的日常维护、对原有名胜的重建与恢复等方面做出了种种细致的规定。在此基础上,对名胜的保护主体进行了认定,并制定了一些奖惩措施。保护名胜需要投入一定的资金,如果没有资金的支持,保护名胜的政策与措施就不可能得到贯彻与执行。在资金的投入方面,除政府投入外,还采取了一些积极手段,扩大资金来源,从而保证了各种保护措施的施行。尽管保护名胜的政策与措施并非宋朝统治政策的主要内容,但是也受到整个宋朝政治的影响,表现出与宋朝政治特色相一致的特点及一定的规律性特征。宋朝保护名胜的政策与措施是受到多种因素影响而制定的。既受到儒家传统思想的影响,也受到佛教、道教等宗教的影响。同时中国传统的一些封建迷信思想、忠义思想等对其制定也产生了不容忽视的作用。通过保护名胜政策与措施的执行,宋朝的各种名迹在一定程度上得到了比较好的保护。但保护不力及破坏名胜的现象仍不可避免。由于宋朝的名胜保护政策尚处于自发而不是自觉的阶段,一些保护政策与措施的制定与执行,在对名胜进行保护的同时也造成了一定的破坏。
[Abstract]:Song Dynasty is a more developed political, economic and cultural dynasties. As an integral part of its ruling policy, the policies and measures of protecting scenic spots have also made some achievements. The formulation of policies and measures to protect famous places of interest in Song Dynasty was quite strict, with both legal provisions and policy provisions, especially various policy provisions. These policies and measures have made various detailed regulations on the daily maintenance of the scenic spots and the reconstruction and restoration of the original places of interest. On this basis, the subject of protection of the scenic spot is identified, and some measures of reward and punishment are formulated. It is necessary to invest a certain amount of money to protect the scenic spots. Without the support of the funds, the policies and measures of protecting the scenic spots can not be carried out and implemented. In the aspect of capital investment, besides government investment, some positive measures have been taken to enlarge the source of funds so as to ensure the implementation of various protective measures. Although the policies and measures to protect famous places of interest are not the main contents of the ruling policy of the Song Dynasty, they are also influenced by the whole Song Dynasty politics, showing the characteristics consistent with the political characteristics of the Song Dynasty and certain regular characteristics. The policies and measures of protecting famous places of interest in Song Dynasty were influenced by many factors. Influenced not only by the Confucian tradition, but also by Buddhism, Taoism and other religions. At the same time, Chinese traditional feudal superstition, loyalty, etc. Through the implementation of the policies and measures to protect the scenic spots, various famous marks of the Song Dynasty were well protected to a certain extent. But the phenomenon of weak protection and destruction of places of interest is still inevitable. Since the protection policy of scenic spots in Song Dynasty is still in the stage of spontaneous rather than conscious, the formulation and implementation of some protection policies and measures have also caused certain damage to the protection of scenic spots at the same time.
