明清榷盐升华管制与俘获理论

【摘要】：通过历史切片对比分析明朝与清朝榷盐体制变迁轨迹,梳理了明朝盐制由宋朝之"折中"制变通为"开中法",同时以"纳马中盐法"、"纳草中盐法"、"纳布中盐法"、"纳铁中盐法"相继参照补充。而盐制坏于"存积",随之以"折色"制,却损于"余盐"制,"纲网"盐法,开商专卖之滥觞。清初修调"纲网"盐法,但实施"报效"、"加价"、"加耗"导致盐法混沌。陶澍改票盐,只是历史浮萍,曾国藩暂时举措"保价"与"整轮"两策,覆被李鸿章循环纲法与厘盐制替代,盐制历史完成了循环。同时以经济管制与俘获理论进行动态解析,喻古鉴今,建立租金消散机制,还利益于民生。
[Abstract]:Through the historical section comparative analysis of the Ming Dynasty and the Qing Dynasty, the path of salt system change, Combing the salt system of Ming Dynasty changed from "eclectic" system in Song Dynasty to "open middle law", and at the same time, referred to and supplemented "salt in Na Ma", "salt method in grass", "salt method in Naboo" and "salt method in iron" one after another. The salt system is bad in "storage", followed by "fold color" system, but at the "surplus salt" system, "Kong net" salt method, open monopoly. In the early Qing Dynasty, the salt method was revised and adjusted, but the practice of "serving effect", "increasing the price" and "increasing consumption" led to the chaos of salt method. Tao Shu changed the salt to vote, but it was only historical duckweed. Zeng Guofan's temporary policy of "guaranteed price" and "whole round" was replaced by Li Hongzhang cycle method and salt system, and the history of salt system completed the cycle. At the same time, the dynamic analysis is based on the theory of economic control and capture, and the establishment of rent dissipation mechanism is beneficial to the people's livelihood.
