汉代如何解决贫富分化

【摘要】：正汉代初年,经过血腥的秦末战争和楚汉之战,国家陷入赤贫。《汉书·食货志》载:"汉兴……天下既定,民亡盖藏,自天子不能具醇驷,而将相或乘牛车。"皇帝无力使用四匹同样颜色的马,而将相们上朝竟然邋遢到坐牛车的地步。经过文景之治,"至武帝之初七十年间,国家亡事,非遇水旱,则民人给家足,都鄙廪庾尽满,而府库馀财"。也就是说,汉初的高祖、吕后、文帝、景帝等历代主政者,已经做好了社会财富的超级大蛋糕。到汉武帝即位之初,社会面临的最大问题,就是如何切分这块大蛋糕了。然而,汉武帝初年,国库能调动的财力仍十分有限。原因是:汉朝的权贵利益集团,聚敛了绝大部分的社会财富,霸占了国家大部分利益。而社会贫富分化更是触目惊心:一面是权贵豪门奢华无度;
