战国秦汉军市研究

【摘要】： 军市是为满足军队生活需要,在军营附近设置的特殊市场。军市起于战国时期,兴于秦汉时期。军市的发展过程有其特定的原因,其所处的时代不同,原因也有不同。战国时期由于战争规模扩大,征兵制变化,关隘、长城的设立,军队的人数激增,后勤保障不足,加上交通的发达和商业的发展,在军队附近便出现了军市,以满足官兵生活需求。秦汉时期,由于推行戍边政策,且由国家负担士兵衣食、武器,如此大规模的军事开销,国家供应也会时有不足。这样,军市在秦汉时期继续发展、兴盛。由于军市也属于市场,官兵和百姓都可以在军市上自由买卖,且商品种类丰富,生活用品、生产工具等均有出售。交易的形式除现付外,还可以赊账,但买卖双方要订立契约,约定还款时间,契约具有法律效力,逾期不还可以上告官方,由官方来负责处理。从《建武三年候粟君所责寇恩事》简册中反映的官员腐化来看,军市的管理还存在漏洞。官方对军市的管理除了平抑物价、处理纠纷等事务外,还需要从严治理,以保军队秩序、军民关系。 本文结合文献材料与秦汉简牍,对战国至秦汉时期军市产生和发展过程、军市的管理和作用进行全面整理,并在此基础上着重对其各阶段发展的原因进行细微探讨。在明确了军市的发展过程之后,再探讨它的管理与作用,从而我们可以看出设立军市有助于弥补了军队后勤保障的不足。

The form of transactions in addition to cash can also be on credit, but the buyer and seller to conclude a contract, agreed repayment time, the contract has legal effect, not overdue can also be reported to the official, the official is responsible for handling. From the official corruption reflected in the brief book of Jian Wu three years, there are still loopholes in the management of military market. In addition to stabilizing prices and handling disputes, the government's management of the military market also requires strict administration in order to maintain military order and civil-military relations. Based on the literature and the bamboo slips of the Qin and Han dynasties, this paper makes an overall arrangement of the emergence and development of military cities from warring States to Qin and Han dynasties, and the management and function of military cities, and on this basis makes a detailed discussion on the reasons for the development of military cities in various stages. After making clear the development process of military city, this paper discusses its management and function, so we can see that the establishment of military city can help to make up for the deficiency of military logistics support.
