宋代民间的武器及政府管制

【摘要】：宋代民间可以合法拥有弓、箭、刀、io、短矛等普通武器。法令严禁私人保存、制造、携带、交易甲弩、矛稍、旌旗等"禁兵器",政府实行武器的种类管制、地区管制、对民间团体的武器管制以及市场管制,并不断进行清理收缴行动。宋代民兵拥有大量自备的武器和官方配置的"禁兵器",宋政府采取了造册管理、集中保存乃至禁止发展、解散民兵组织,收缴武器等办法,来应对可能的危害。为了维护统治和安全,宋政府在刑法中充分体现了对涉兵器案件的严厉处罚。在社会矛盾日益严重的背景中,宋代民间武器与政府管制的基本趋势,大致是民间的非法武器越来越多,政府的管制越来越多,但实际情况却是有法不依,执法不严,就历史事实而言是失败的。
[Abstract]:Song Dynasty folk can legally own bows, arrows, knives, io, spears and other ordinary weapons. The law prohibits private individuals from keeping, manufacturing, carrying, and trading "prohibited weapons" such as crossbows, spears and banners. The government controls the types of weapons, districts, civilian groups and markets. And ongoing clean-up operations. In the Song Dynasty, the militia possessed a large number of self-provided weapons and the official "prohibited weapons". The Song government adopted book-making management, centralized preservation and even prohibition of development, disbanding militia organizations, collecting weapons, and so on, in order to deal with possible harm. In order to maintain the rule and security, the Song government fully reflected the severe punishment of the weapon cases in the criminal law. In the background of increasingly serious social contradictions, the basic trend of civil weapons and government control in the Song Dynasty is roughly that there are more and more illegal weapons in the civil society and more government controls, but the actual situation is that the law is not obeyed and the law is not strictly enforced. As far as historical facts are concerned, it is a failure.
