【摘要】： 1912年北京政府制定了三个省制、省官制草案,拉开了中国近代省制改革的序幕。这也是中国政府首次运用西方地方制度理论进行省制改革,引起了时人广泛的争论。这场争论主要围绕省区建置和制度、中央与地方关系两个方面展开。就省区建置和制度而言,时人争论的焦点有:省区存废问题、军民分治或军民合治问题、省长产生方式问题、官治行政与自治行政能否并行的问题。就中央与地方关系而言,时人争论的焦点有:国家的结构形式问题、采用中央集权制或地方分权制问题、大总统是否应具有解散省议会权力的问题、国税与地方税划分的问题。可见,此次争论的内容涉及到省制改革的各个方面,是中国近代思想史上一次较大规模的关于地方制度的争论。此次争论解放了民众的政治思想,提高了民众的政治意识,对民初现代地方制度的形成有着重要的历史意义,还对当今省制改革有着借鉴意义。
[Abstract]:In 1912, the Beijing government formulated three provincial system, the provincial official system draft, which opened the prologue of modern China's provincial system reform, which is the first time that the Chinese government used the western local system theory to carry out the provincial system reform. This debate mainly revolves around the establishment and system of provincial and district, and the relationship between central and local. As far as the establishment and system of provincial and regional construction and system are concerned, the focus of the debate at the time is: the issue of the province and the district is saved or abolished. As far as the relationship between the central government and the local government is concerned, the focus of the debate at the time is: the structural form of the state. If the President should have the power to dissolve the provincial council and the division of the state tax and the local tax, it can be seen that the content of the debate involves all aspects of the reform of the provincial system. It is a relatively large debate about local system in the history of modern Chinese ideology. This argument has liberated the people's political thought and raised the people's political consciousness. It has important historical significance to the formation of modern local system in the early Republic of China, and also has reference significance to the reform of provincial system.
