【摘要】：陕甘宁边区时期是中国共产党人将马克思主义普遍原理与中国实际相结合取得丰硕成果的时期。在党的领导下,边区政府坚持马克思主义政府理论的科学原则和精神,在吸取以往成功经验的基础上,与时俱进、勇于创新,自主创建了具有新民主主义性质和鲜明中国特色的政府体制。在马列主义、毛泽东思想指导下,边区政府职能定位准确、组织结构科学合理、运行机制顺畅高效,通过培育民主政治,促进经济、社会、文化的发展,充分调动了当地民众建设边区的积极性,使整个边区获得全方位发展,最终为抗日战争和新民主主义革命的胜利奠定了坚实的基础。本文依据大量历史文献资料,以现有与陕甘宁边区相关的研究成果为基础,对边区政府体制进行了深入研究,剖析了边区政府组织管理体系及运行机制,为当前行政体制改革与政府管理创新提供有益思路。同时,本文试图借鉴公共管理学的理论和研究方法,以陕甘宁边区政府体制为中介,将马克思主义中国化和公共管理两个不同学科进行有机融合,探讨边区政府体制构建和运行过程中所体现出来的马克思主义中国化问题。本文由七部分组成。第一章“绪论”介绍了选题的目的及其意义,对近些年来有关陕甘宁边区的研究现状进行全面梳理述评,阐明本文研究的主要思路和基本方法及创新点。第二章“陕甘宁边区政府的形成与发展”,综论陕甘宁边区政府的由来、具体发展过程及行政区划沿革,勾勒出进行主题研究所必不可少的背景基础。第三章“陕甘宁边区政府的施政环境及其府际关系”,介绍陕甘宁边区政府施政的总体环境(自然条件、经济状况、社会发展、内外安全),并分析了陕甘宁边区政府间关系的复杂性。第四章“陕甘宁边区政府体制的构成及其运行”,本章为论文的重要组成部分,将详细论述边区政府体制,主要包括立法体制——参议会制度；行政体制——边区政府的组织结构和职权；司法体制——半独立的边区司法。政府运行机制主要包括决策机制、执行机制、监督机制、协调机制和用人机制。第五章“国统区地方政府与陕甘宁边区政府施政体制之比较”,本章先从整体上,系统概括出国统区的地方政府体制全貌。再通过制度设计及实际运行中的表现,比较国统区的地方政府体制与陕甘宁边区政府体制的区别。最后对这两种体制存在差异性的原因进行了分析。第六章“陕甘宁边区政府体制是马克思主义中国化的伟大创新”,主要介绍了陕甘宁边区在政府体制方面的创新及其同马克思主义中国化之间的关系。本章是论文的重点章节,具体论述了“两权半”和“三三制”的理论基础、创新性以及对马克思主义中国化的贡献。同时论述了边区政府管理体制中的权变管理思想、地方政制创新等在马克思主义中国化的具体体现。第七章“陕甘宁边区政府的善治及其当代启示”,本章从狭义政府角度,对陕甘宁边区成功治理的经验及做法进行概括总结,试图为当今的政府管理和体制改革提供一些有益思路。对陕甘宁边区政府的“善治”表现、“善治”的成因及其当代启示进行了阐释。
[Abstract]:The Shaanxi Gansu Ningxia border region Chinese period is the Communist Party of the general principle of the Marx doctrine and the China practice fruitful period. This article is composed of seven parts.
The first chapter, "Introduction", introduces the purpose and significance of the topic selection, reviews and reviews the recent researches on the Shanxi Gansu Ningxia border region, and expounds the main ideas and basic methods and innovations of this study.

Including the decision-making mechanism, execution mechanism, supervision mechanism, coordination mechanism and employment mechanism.
The fifth chapter "comparison" in the local government and the government of Shaanxi Gansu Ningxia border region system, this chapter first from the whole, local government system picture and generalizes the EC area system. Through the system design and actual operation performance, the difference between local government system in comparison with the Shaanxi Gansu Ningxia Border Region Government. At the end of the reason there are differences between these two kinds of system are analyzed.
The sixth chapter "the Shaanxi Gansu Ningxia border region government system is a great innovation in" the Marx doctrine of China, mainly introduced the Shaanxi Gansu Ningxia border region innovation in government and its relationship with the Marx doctrine of Chinese. This chapter is the key chapter of this thesis, discusses the "two rights" and the "33 system" theory, innovation and contribution to the Marx doctrine of Chinese. Also discussed the government management system in the contingency thought, embodied in Marx's local political system innovation of Chinese.
The seventh chapter "the Shaanxi Gansu Ningxia Border Region Government's good governance and Its Contemporary Enlightenment", this chapter from the narrow perspective of the government, experience and practice of the Shaanxi Gansu Ningxia border region of successful management summary, trying to provide some useful ideas for the government management and reform. Of the Shaanxi Gansu Ningxia border region government's "good governance", "cause good governance" and Its Enlightenment for the interpretation.
