【摘要】:梁士诒是清末民初政坛上颇具影响的人物。他早年以科举入仕,初入宦海,仕途颇为坎坷。因经济特科风波,其通达时务之名远播,为袁世凯所注意。经同乡唐绍仪引荐,入袁世凯幕府,与北洋集团建立密切关系。适逢清政府推行铁路管理中央化之际,梁士诒倚重北洋集团,先后出任邮传部五路提调处提调、铁路总局局长、左参议等职,握有清末铁路大权;加之,梁士诒倾心实学,勇于任事、务实进取,对内统一铁路事权,清理积弊;对外则更改合同,收回利权,对清末铁路的发展功不可没;同时,又以赎回京汉铁路为契机,提议创办交通银行,并出任交通银行帮理一职,为我国近代金融业的发展作出了积极地贡献。然而,因梁士诒支持洪宪帝制,而为世人所侧目,又因鲁案问题,而涉嫌卖国,几使其一生尽毁。因此,史学界对梁士诒的研究较少且存在以偏概全之处,而对梁士诒在清末铁路、金融等领域的贡献,也因此长期为人所忽视。故本文拟通过对晚清时期梁士诒的评述,展现其对清末外交、铁路、金融等领域的影响,以期引起学界对梁士诒给予更多的关注,并给予梁士诒一个较为全面、客观的评价。 本文主要分四个部分论述: 第一个部分主要评述梁士诒的出身与入仕。梁士诒自幼受到广东开放的社会环境和开明的家庭环境的双重影响,使其逐渐形成了经世致用的思想。在讲学、为官过程,梁士诒以此为指导,并付诸实践。在入袁世凯幕府后,梁士诒与北洋集团建立了密切关系,为其个人事功的建立提供了条件。 第二部分主要论述梁士诒佐唐绍仪办理外交的活动。在佐唐办理外交过程中,不仅展现了梁士诒出色的外交才华,而且与唐绍仪建立密切的关系,从而为其跻身交通界提供了便利。 第三部分主要论述梁士诒在清末铁路业中的活动。这部分是本文的重点,通过论述梁士诒在统一铁路事权与挽回铁路利权中的活动,展现梁士诒对清末铁路发展的贡献,并分析这一活动与以其为首的交通系形成的关系。 第四部分主要论述梁士诒在金融业中的活动。通过对梁士诒创办交通银行的论述,揭示梁士诒对清末乃至民初金融业发展的贡献,并阐释梁士诒创办交通银行对其及交通系的影响。
[Abstract]:Liang Shiyi was an influential figure in the politics of the late Qing Dynasty and the early Republic of China. In his early years, he entered the official office by imperial examination, and his official career was rather rough. Because of the economic special situation, the name of his time and service was broadcast far away and was noticed by Yuan Shikai. He was introduced by Tang Shaoyi, a fellow townsman. When the Qing government implemented the centralization of railway management, Liang Shiyi relied heavily on the Beiyang Group, successively taking up the posts of the Ministry of Postal Communications, the Office of the five roads, the Director of the General Administration of Railways, the left member of the Council, and so on. In addition, Liang Shiyi has devoted his heart to learning, has the courage to do things, is pragmatic and enterprising, unifies the rights of railway affairs within the country, and clears up the accumulated disadvantages; he modifies the contract and recovers the right to benefit from the outside, which contributes to the development of the railway in the late Qing Dynasty; at the same time, Taking the opportunity of redeeming the Beijing-Han Railway as an opportunity, he proposed to establish the Bank of Communications and take up the post of Bank of Communications, which made a positive contribution to the development of the modern financial industry in China. However, because Liang Shi-yi supported the system of Hong Xian, it was highlighted by the people of the world. On the other hand, because of the Lu case, he was suspected of betraying the country, almost destroying his whole life. Therefore, the research on Liang Shiyi in the history circles was less and there were partial generalizations, while Liang Shiyi contributed to the railway, finance and other fields in the late Qing Dynasty. Therefore, this paper intends to show its influence on the diplomatic, railway, financial and other fields in the late Qing Dynasty by commenting on Liang Shiyi in the late Qing Dynasty, in order to arouse the academic circles' more attention to Liang Shiyi. And give Liang Shiyi a more comprehensive, objective evaluation. This paper is divided into four parts:. The first part mainly comments on Liang Shiyi's birth and entry into office. Liang Shi-yi was influenced by the open social environment and the enlightened family environment in Guangdong, which gradually formed the thought of practical application. In the process of lecturing and serving as an official, Liang Shi-yi was influenced by the open social environment and the enlightened family environment in Guangdong. Liang Shiyi as a guide, and put into practice. After entering Yuan Shikai shogunate, Liang Shiyi and Beiyang Group established a close relationship, for the establishment of its personal work to provide the conditions. The second part mainly discusses Liang Shiyizo Tang Shaoyi's diplomatic activities. In the process of conducting diplomatic affairs, Liang Shi-yi not only demonstrated Liang Shi-yi 's outstanding diplomatic talent, but also established a close relationship with Tang Shao-yi. Thus it is convenient for it to join the transportation circles. The third part mainly discusses the activities of Liang Shiyi in the railway industry in the late Qing Dynasty. This part is the focus of this paper. By discussing the activities of Liang Shiyi in unifying the railway affairs right and restoring the railway interest right, it shows Liang Shiyi's contribution to the railway development in the late Qing Dynasty. The relationship between this activity and the traffic department headed by it is analyzed. The 4th part mainly discusses the activities of Liang Shiyi in the financial industry. Through the discussion of Liang Shiyi's founding of the Bank of Communications, it reveals Liang Shiyi's contribution to the development of the financial industry in the late Qing Dynasty and even the early Republic of China. And explains Liang Shiyi's establishment of Bank of Communications and the impact of the Department of Transport.
