【摘要】：人民公社制度从1958年实行到1984年被废除,在我国历史上存在了26年,在26年的发展过程中,人民公社制度由建立到发展完善,期间虽经历了由“大公社”到“小公社”(基本核算单位下放到生产队)的变化,但其作为基层政权的职能没有大的变化。它涵盖基层政治、经济、文化、社会、教育、卫生、福利等方方面面。河南省新乡县七里营人民公社是我国第一个使用“人民公社”这一名字的。作为最早一批成立的人民公社之一,七里营和喳岈山卫星公社、徐水人民公社一样,是20世纪50年代末中国农村各地竞相参观和学习的模范公社,七里营人民公社的组织制度、生产制度、分配制度和福利制度等都是各地模仿和学习的模板。通过对第一个人民公社的研究来考察人民公社制度,有利于我们更加充分地理解中国农村现行家庭联产承包责任制的来源,有利于我们更加充分的理解中国农村制度的沿革。第一部分,介绍七里营人民公社成立的过程,从社会背景、物质基础、思想来源来阐述七里营人民公社成立的背景,阐述她的成立过程及独特之处,介绍人民公社制度在全国的推广。第二部分,阐述七里营人民公社组织、生产、财务、分配、福利制度。第三部分,指出七里营人民公社存在的问题并分析其原因。第四部分,介绍七里营人民公社的后期调整与最终废除。最后结语部分,从七里营的实践中总结了人民公社体制的经验教训,强调在引导农村经济发展和推动农村改革的过程中,必须尊重经济发展的客观规律,必须引导各地选择适合自己发展的道路,必须想方设法调动劳动者的生产积极性,必须努力拓宽农民的增收渠道。
[Abstract]:The people's commune system was abolished from 1958 to 1984, and has existed for 26 years in the history of our country. In the course of 26 years' development, the people's commune system has been developed from establishment to perfection. Although there has been a change from "big commune" to "small commune" (the basic accounting unit has been transferred to the production team), there has been no great change in its function as a grass-roots regime. It covers grassroots politics, economy, culture, society, education, health, Welfare and other aspects. The people's Commune in Qiliying, Xinxiang County, Henan Province, was the first people's Commune in China to use the name "people's Commune." as one of the first people's communes to be set up, Qiliying and Jaya Mountain Satellite Commune, Like the Xushui people's Commune, it was a model commune for visiting and studying in rural China at the end of 1950s. The organization system and production system of the people's Commune in Qiliying were established. The distribution system and the welfare system are all models for all localities to imitate and learn from. The study of the first people's Commune to examine the people's Commune system will help us understand more fully the source of the current household contract responsibility system in rural China. It is helpful for us to understand the evolution of China's rural system more fully. The first part introduces the process of the establishment of the people's commune in Qiliying, expounds the background of the establishment of the people's commune in Qiliying from the social background, the material basis and the ideological source, and expounds the process and uniqueness of the establishment of the people's commune in Qiliying. This paper introduces the popularization of the people's commune system in the whole country. The second part expounds the organization, production, finance, distribution and welfare system of the people's commune in Qiliying. The third part points out the problems existing in the people's commune in Qiliying and analyzes its causes. Part 4th, The last part of the conclusion summarizes the experience and lessons of the people's commune system from the practice of Qiliying, and emphasizes that in the process of guiding rural economic development and promoting rural reform, We must respect the objective laws of economic development, guide all localities to choose a path suitable for their own development, try their best to arouse the productive enthusiasm of the workers, and strive to broaden the channels for increasing peasants' income.
