【摘要】：正何其巩,安徽省桐城人。1928年7月13日,他正式出任民国时期北平特别市首任市长,时年29岁,正是意气风发、大展宏图的年龄。江朝宗,安徽省旌德人。他在清末曾任陕西省汉中镇正二品总兵,北洋政府时期追随袁世凯,当上了步军统领,并被晋封为迪威将军,执掌京城治安大权,"府院之争"后被免去步军统领,开始赋闲。国民党"二次北伐"胜利,北京改为北平时,他已然67岁,赋闲日久。七七事变后,他投降日寇,并以76岁高龄出任第一任伪北京市市长,成为铁杆汉奸。
[Abstract]:In July 13th 1928, he officially became the first mayor of Peiping Special City in the Republic of China. He was 29 years old. Jingde, Anhui Province. During the period of the Northern Foreign Government, he followed Yuan Shikai, became the leader of the army, and was appointed General Dewey by Jin.
