【摘要】：平等是人和人之间的一种关系、人与人的一种态度,也是人类的终极理想之一。陕甘宁边区政府建立后,根据雷经天、何思敬同志在边区第二届参议会上的提案,开始起草"刑法总、分则草案"(初稿)。
