【摘要】：陕甘宁边区的公共卫生建设，是中国共产党在战争条件下，短时间内改善边区极端落后的公共卫生状况的创举。陕甘宁边区政府成立后，为适应战争需要和改善人民生活条件，采取了一系列有利于公共卫生事业发展的措施。本文主要以陕甘宁边区公共卫生事业的建设为研究对象，，考察陕甘宁边区政府从1937年成立至1950年解体这一时期的公共卫生状况，政府采取的措施，发展特点及经验教训，从而了解边区公共卫生事业发展的艰难过程，进而深化对边区社会变迁和现代化历程的认识。本文主要从四个方面论述：一、边区政府成立前的公共卫生状况；二、边区政府为加强公共卫生事业建设采取的措施。具体措施包括:组建边区公共卫生行政系统及医疗机构；加强人才培养和管理；重视药物研制、卫生宣传、防疫卫生等方面的工作。这些措施既改善了当地落后的卫生现状，为群众提供了便利的就医条件，提高了群众健康水平和身体素质；又促进了边区经济社会的发展和进步；三、边区公共卫生事业发展的特点与经验总结。群众性、阶段性、战时性、低水平、临时性是边区公共卫生发展的主要特点。中西医结合，优待医务人员，国内外援助，预防为主治疗为辅，以妇婴卫生为中心，合理的收费制度，政府的支持和引导是卫生事业取得较大发展的主要因素；四、历史的启迪与评价。边区的公共卫生事业的发展历程给我们留下可资借鉴的经验教训，也给我们留下深刻的历史启迪，我们应该给以公允的评价：它为我们展示了中国共产党为改善民生而作的努力及成就，根据地社会变迁和现代化进程的艰难；也为今天改变落后地区公共卫生状况提供了借鉴。
[Abstract]:The construction of public health in the Shensi-Kansu-Ningsia Border region is an initiative of the Communist Party of China to improve the extremely backward public health situation in the border area in a short period of time under the conditions of war. After the establishment of the Shensi-Kansu-Ningxia Border region government, in order to meet the needs of the war and improve the living conditions of the people, A series of measures have been taken in favor of the development of public health. This paper takes the construction of public health in the Shensi-Kansu-Ningsia Border region as the research object, and investigates the public health situation of the Shensi-Kansu-Ningsia Border region government from its establishment in 1937 to its disintegration in 1950. The measures taken by the government, the characteristics of the development and the experience and lessons learned, in order to understand the difficult process of the development of public health in the border area, and then deepen the understanding of the social changes and modernization of the border region.
