饶应祺主新时期的对俄关系探析

【摘要】：饶应祺是近代新疆历史上一位具有较大影响的人物。他主政新疆时期,俄国商人以不平等条约为依据,在与我国新疆的贸易中拒不纳税。对此,饶应祺要求俄商照章纳税,改变了中俄贸易中的不平等现象。庚子事变前后,俄方在新疆边境集结军队,对新疆的稳定构成极大威胁。饶应祺遵循清政府"不许轻开边衅"的指示,以辑柔、防范为应对之术,有效解决了中俄外交过程中出现的问题,维持了新疆的稳定。
[Abstract]:Rao Yingqi was a man of great influence in the history of modern Xinjiang. During his administration of Xinjiang, Russian businessmen refused to pay taxes in their trade with Xinjiang on the basis of unequal treaties. It has changed the inequality in Sino-Russian trade. Before and after the Gengzi incident, the Russian side assembled troops on the Xinjiang border, which posed a great threat to the stability of Xinjiang. Prevention as a response has effectively solved the problems in the diplomatic process of China and Russia and maintained the stability of Xinjiang.
