华盛顿会议后中国社会各界对华会的认识

【摘要】：1921年11月12日至1922年2月6日,美、英、法、意、日、荷、比、葡以及中国等9国在美国首都华盛顿举行会议。这次会议在美国居主导地位的情况下,确立了战后帝国主义列强在远东、太平洋地区的新秩序,对中国也产生了深远的影响。会后中国社会各界对华会出现了诸多不同的认识。第一章主要介绍了社会各界对中国参加华会的认识：第一,对中国代表团的无组织无纪律、无所事事以及冗员冗费感到失望,对三位全权代表也出现了褒贬不一的评价。第二,通过华会的结果,国人对北京政府的华会外交大多持批评态度,甚至转而放弃北方政府,支持南方政府。第二章主要讨论了社会各界对华会参会各外方的认识。社会各界首先分析了美国在华会上的外交,并对美国的外交政策表示失望；其次,分析了日本参加华会的外交表现及背后原因,并表达了对于日本外交的不满；最后介绍了英国联美的消极的外交、法国奇特的外交和意、比、荷、葡四等国的外交。第三章是社会各界对华会议案的认识。首先,谈到了社会各界对鲁案的两种认识,即鲁案解决后我国收回了一些权利和鲁案解决使我国经济上受到了损失及对鲁案解决的反对。其次,介绍了社会团体、中国共产党人和社会舆论对《九国公约》的反对态度。第四章为社会各界对中国参加华会结果的评判。首先,介绍了社会各界对华会各列强得与失的认识；其次,社会各界认真分析了中国华会外交的成与败。再次,归纳了时人认为中国华会上外交失败的原因。最后,提出了外交上要独立自主,内政上要改革的努力方向。结语部分归纳了会后社会各界对华会两种认识倾向,阐发了会后社会各界对华会的认识的重要意义。
[Abstract]:November 12, 1921-February 6, 1922, the United States, Britain, France, Italy, Japan, the Netherlands, Portugal, Portugal and China held a meeting in Washington, D.C.The conference established the new order of the postwar imperialist powers in the far East and the Pacific, and had a profound influence on China.After the meeting, the Chinese society from all walks of life to China will appear many different understanding.The first chapter mainly introduces the understanding of China's participation in the China Conference from all walks of life. First, it is disappointed by the Chinese delegation's lack of discipline, doing nothing and redundant staff redundancy. The three plenipotentiaries have also been appraised with different opinions.Second, through the results of the Chinese Congress, most of the Chinese people have criticized the Beijing government for its diplomacy, and even turned to abandon the northern government and support the southern government.The second chapter mainly discusses the understanding of the various foreign parties.All circles of society first analyzed the diplomacy of the United States in China and expressed disappointment at the foreign policy of the United States, secondly, analyzed the diplomatic performance and the reasons behind Japan's participation in the China Conference, and expressed their dissatisfaction with Japan's diplomacy.Finally, it introduces the negative diplomacy of Britain and the United States, the peculiar diplomacy of France and Italy, the diplomacy of Belgium, the Netherlands and the four countries of Portugal.The third chapter is the understanding of the motion of the China Council from all walks of life.First of all, it talks about two kinds of cognition of Lu case from all walks of life, that is, after the settlement of Lu case, our country recovered some rights and the solution of Lu case made our country suffer economic losses and oppose the solution of Lu case.Secondly, it introduces the opposition of social organizations, Chinese Communists and public opinion to the Nine-Nation Convention.The fourth chapter is the evaluation of China's participation in the China Conference.First of all, it introduces the social understanding of the gains and losses of the various powers of the China Society; secondly, the society seriously analyzes the success and failure of the Chinese Society's diplomacy.Thirdly, the author sums up the reasons for the failure of diplomacy in China.Finally, the paper puts forward the direction of reform in diplomacy and reform in internal affairs.The conclusion part sums up two kinds of understanding tendencies of the society after the meeting, and explains the important significance of the understanding of the conference from all walks of life after the meeting.
