论民国时期凉山彝区“政治指导区”及“建设指导局”的由来、内容及作用

【摘要】：凉山彝区的"政治指导区"及"建设指导局"是民国时期治理彝族地区的制度建设,也是民国"边政"制度史的内容。近代以来,彝区因统治格局与社会结构的变化,数十万彝民迁至西昌安宁河流域,需要保护,施以管理。于是,"政治指导区"作为过渡型政权因之建立,以管、教、养、卫为政策,发挥职能。其后,国民政府接管西康省"政治指导区",改为"建设指导局",纳入行政系列,以"建设"为要旨,试图治理凉山彝区。受内外因素的限制,国民政府的"建设"构想难以实现。1950年后,凉山彝区实行民族区域自治,通过"民主改革",撼动传统社会的"根本",基层民主建政,实现了制度统一、管理有序。
[Abstract]:The "political guidance area" and "Construction guidance Bureau" in Liangshan Yi region are not only the institutional construction of governing Yi nationality area in the period of the Republic of China, but also the content of the system history of the Republic of China's "Border Government".Since modern times, hundreds of thousands of Yi people have moved to the Anning River basin in Xichang because of the change of the ruling pattern and social structure.As a result, the political guidance area was established as a transitional regime, with the policy of managing, teaching, raising and protecting, and exerting its functions.Subsequently, the National Government took over the "political guidance area" of Xikang Province, changed it to "Construction guidance Bureau", and included the administrative series, with "construction" as its main purpose, and tried to govern the Yi area in Liangshan.Restricted by internal and external factors, the concept of "construction" of the national government is difficult to realize. After 1950, the Liangshan Yi region implemented regional autonomy of ethnic groups. Through "democratic reform", it shook the "fundamental" of the traditional society, democracy at the grass-roots level to build government, and realized the unity of the system.Orderly management.
