抗日战争时期中国共产党局部执政的基本经验探析

【摘要】：抗日战争时期,是中国共产党艰苦奋斗的时期,是不断走向辉煌和胜利的时期,也是中国共产党在各抗日民主根据地局部执政的时期。这一时期与党在瑞金苏维埃执政时期相比,是在更大范围、更深程度上的执政实践,社会基础、执政方式、执政能力和执政效力,比过去都有了更大的变化,也具有许多显著的特点。这一时期,党在局部执政实践中,在处理党政关系、政权建设、政权监督、工作人员的作风等方面,积累了许多成功的经验。这些经验,对于今天加强党的执政能力建设,实现全面建设小康社会的目标,不断开创中国特色社会主义事业新局面,具有深远的历史意义和重大的现实意义。
[Abstract]:The War of Resistance against Japan was a period of arduous struggle for the CPC, a period of unceasing brilliance and victory, and a period of partial governance of the CPC in various anti-Japanese democratic bases. In this period, compared with the period when the party was in power in the Ruijin Soviet, it was more extensive and deeper in the practice of governing, social foundation, ruling mode, ruling ability and ruling effectiveness, all of which have undergone greater changes than in the past. Also has many remarkable characteristics. During this period, the Party accumulated a lot of successful experience in dealing with the relations between the Party and government, the construction of the regime, the supervision of the regime, the style of the staff and so on. These experiences are of profound historical significance and great practical significance for strengthening the construction of the Party's governing ability, realizing the goal of building a well-off society in an all-round way, and continuously opening up a new situation in the cause of socialism with Chinese characteristics.
