【摘要】：物资是社会生产得以顺利进行的物质基础,是国民经济健康发展的保证。同时,物资(生产资料)决定着生活资料的生产,而生活资料又是人类生存发展的必要条件,因此,物资(生产资料)也决定着人们的生活质量、国家的强弱及社会经济的发展。物资体制是指一个国家或地区在一定的历史时期内,制定并执行有关物资计划、分配及回收等各种方法、制度及物资组织机构的总和。开展对建国后物资体制的研究,并提出物资体制存在的问题及对策,将对于改革和完善物资体制,保障物资供应具有一定的理论价值和现实意义。本文由绪论、结语和七章正文,共九个部分组成。绪论部分阐述了本文选题的缘起、选题的意义、相关概念的界定、相关研究成果的回顾、资料来源与研究方法和创新点。第一章简要论述了抗日战争时期中国的物资体制。其内容包括抗战时期国民政府的物资统制政策、抗日根据地的物资体制政策、日伪对沦陷区的物资掠夺与统制。第二章简要论述了计划经济下的物资。第一节论述了物资的内涵、外延以及统配、部管物资的名目；第二节论述了由北京市供应物资的单位、北京市所需物资的来源以及北京市属厂矿所生产物资的去向。第三章论述了中国物资体制的演变(1949—1966年)。本章共分三节,第一节论述了国民经济恢复和“一五”时期,物资分类管理的办法、重要物资的综合平衡和计划分配办法；第二节论述了“大跃进”时期的物资体制的变化及其带来的后果；第三节论述了国民经济调整时期物资体制的变革及其取得的成绩与不足。第四章论述了北京市的物资机构。第一节论述了北京市计划委员会物资分配处的成立、职责及其与物资局的责任分工等；第二节论述了北京市物资供应局及物资管理局的成立、机构设置及职能等；第三节简要论述了北京市煤炭总公司的演变过程、机构设置及基本职能。第五章论述了北京市的物资计划。第一节论述了北京市物资计划的种类及各种计划的制定过程；第二节论述了北京市物资计划模式的演变过程；第三节论述了北京市物资计划的变革。第六章论述了北京市的物资流通。第一节论述了北京市物资订货的种类以及订货的程序等；第二节论述了北京市物资供应的种类及供应方式等；第三节论述了北京市的物资储运体制；第四节论述了北京市的物资回收体制。第七章以建筑材料为个案来剖析北京市物资计划与流通的运作模式。第一节论述了北京市建筑材料的管理机构：第二节论述了北京市地方建筑材料(砖、瓦、灰、砂、石)的计划与流通体制；第三节论述了北京市基本建设材料(钢材、水泥、木材)的计划与流通体制。结语部分主要论述了不同时期物资体制的特点及存在的问题、集权与分权的关系以及物资生产与物资流通的关系。
[Abstract]:Material is the material foundation of social production and the guarantee of the healthy development of national economy. At the same time, the material (means of production) determines the production of the means of living, and the means of living is a necessary condition for the survival and development of mankind. Therefore, the material (the means of production) also determines the quality of life of the people. The strength of the country and the development of social economy. Material system refers to a country or region in a certain historical period, the formulation and implementation of related material planning, distribution and recovery of all kinds of methods, systems and the sum of material organization. It is of theoretical value and practical significance to carry out the research on the material system after the founding of the people's Republic of China and put forward the existing problems and countermeasures of the material system for the reform and improvement of the material system and the guarantee of the material supply. This paper consists of nine parts: introduction, conclusion and seven chapters. The introduction part describes the origin of the topic, the significance of the topic, the definition of related concepts, the review of relevant research results, the sources of data and research methods and innovations. The first chapter briefly discusses the material system of China during the War of Resistance against Japan. Its contents include the material control policy of the national government during the Anti-Japanese War, the material system policy of the anti-Japanese base area, and the material plunder and control of the Japanese puppet in the enemy-occupied area. The second chapter briefly discusses the material under the planned economy. The first section deals with the intension, extension, distribution and management of materials, and the second section discusses the units supplied by Beijing, the sources of materials needed by Beijing, and the direction of materials produced by factories and mines in Beijing. The third chapter discusses the evolution of China's material system from 1949 to 1966. This chapter is divided into three sections, the first section discusses the recovery of the national economy and the "first Five-Year" period, material classification management, the comprehensive balance of important materials and planning distribution method; The second section discusses the changes of the material system in the period of "Great Leap forward" and its consequences, and the third section discusses the reform of the material system in the period of national economic adjustment and its achievements and shortcomings. The fourth chapter discusses the material organization in Beijing. The first section discusses the establishment, duties and responsibilities of the material distribution office of the Beijing Planning Commission, and the division of responsibilities with the property Bureau, and the second section discusses the establishment, establishment and functions of the Beijing material supply Bureau and the material and material Administration Bureau. The third section briefly discusses the evolution of Beijing Coal Corporation, institutional setup and basic functions. The fifth chapter discusses the material plan of Beijing. The sixth chapter discusses the circulation of materials in Beijing. The fourth section discusses the material recovery system in Beijing. The seventh chapter analyzes the operation mode of material planning and circulation in Beijing with building materials as a case study. Section 1 deals with the management of building materials in Beijing. Section 2 deals with the planning and circulation system of local building materials (brick, tile, ash, sand, stone) in Beijing, and section 3 discusses the materials for capital construction (steel, cement) in Beijing.
