【摘要】：抗日战争时期陕甘宁边区“三三制”政权的监督机制,是边区“三三制”政权的重要组成部分和实现形式。一方面,陕甘宁边区“三三制”政权监督机制决定着“三三制”政权未来发展的方向;另一方面,“三三制”政权监督机制是边区“三三制”政权内在动力和活力的重要体现。1940年3月,陕甘宁边区开始实施“三三制”建政原则,边区“三三制”政权监督机制分别由党内监督、参议会监督、政府监督、党外人士监督、司法监督、群众监督、舆论监督等构成。虽然在运行发展中不可避免出现不足,但这些监督机制使边区“三三制”政权在全民族抗战时期保证了边区人民的民主权利和合法权益,丰富了中共局部地区执政和政权建设的经验。抗战时期陕甘宁边区“三三制”政权监督机制,是中共权力监督思想发展的重要实践。其积累的历史经验对我国政治体制改革中权力监督体制的改革,稳定国家政权和提升中国共产党的执政能力,都具有重要的借鉴意义。
[Abstract]:During the War of Resistance against Japan, the supervision mechanism of the "three system" regime in the Shensi-Kansu-Ningxia Border region is an important component and realization form of the "three system" regime in the Border region. On the one hand, the supervision mechanism of the "three or three systems" regime in the Shensi-Kansu-Ningsia Border region determines the direction of the future development of the "three or three systems" regime; on the other hand, The supervision mechanism of the "three systems" regime is an important embodiment of the internal power and vitality of the "three systems" regime in the Border region. In March 1940, the Shensi-Kansu-Ningsia Border region began to implement the principle of "three systems". The supervision mechanism of the "three systems" regime in the border region is composed of inner-party supervision, Senate supervision, government supervision, non-party supervision, judicial supervision, mass supervision and public opinion supervision respectively. Although there will inevitably be deficiencies in the course of operation and development, these supervisory mechanisms have ensured the democratic rights and legitimate rights and interests of the people in the border areas during the period of the Anti-Japanese War of the whole nation. It has enriched the experience of ruling and regime building in local areas of the Communist Party of China. During the War of Resistance against Japan, the "three systems" regime supervision mechanism was an important practice of the development of the Communist Party of China's power supervision thought in the Shaanxi-Gansu-Ningsia Border region. The historical experience it has accumulated is of great significance to the reform of the power supervision system in the reform of our political system, to the stabilization of the state power and to the promotion of the ruling ability of the Communist Party of China.
