【摘要】：正札作为一种下行文书,始于宋代。札周Rs,为古时写字用的小木片。元、明时期改称札付。清代沿用札和札付,并规定,凡六部、都察院行文顺天府、奉天府;六部行文太常寺、太仆寺、光禄寺、鸿胪寺、国子监、钦天监、太医院、宝泉、宝源局、各仓监督、布政使、按察使、城守尉、各关监督、各省织造;都察院行文六科;礼部行文各省学政;兵部行文各提督总兵;顺天府尹行文各省布政使;军机处行文布政使、按察使;经略行文提督、副都统,都用札文。凡提督行府厅州县,巡抚行副将、参将、游击、都司,用札付。札文文首以"某某衙门或某某官员为札饬事"或"给札事"开始,再以"照得"或"某某
