向社会主义过渡:建国初期的粮食市场与国家调控

【摘要】:新中国成立后,国家通过粮食价格控制、销售、市场储量控制等三方面逐步调控粮食市场。量化数据表明,1952年底粮食市场已经整体稳定。1953年10月,统购统销前粮食市场上的价格波动率已经接近于零。此研究为我们理解新民主主义社会迅速过渡到社会主义提供了事实基础。粮食调控与应对政策的出台及实施亦表明,这一过程既具理性,又有弹性,是一种社会主义趋势下的调适性经济政策。这种经济政策使新中国实现了向社会主义的过渡,但调适政策为尽快解决即时问题,其中又隐含了诸多不确定性,因此当经济环境开始向常规转变时,这种不确定所内含的问题也变成了新的隐患。
[Abstract]:After the founding of the people's Republic of China, the state gradually regulated the grain market through three aspects: grain price control, sales control and market reserve control. Quantitative data show that the grain market was generally stable at the end of 1952. In October 1953, the price volatility in the grain market was close to zero before the unified purchase and sale. This study provides a factual basis for us to understand the rapid transition of the new democratic society to socialism. The introduction and implementation of grain control and coping policies also show that this process is rational and flexible, and is a suitable economic policy under the socialist trend. This kind of economic policy enabled the new China to realize the transition to socialism, but the adjustment policy aimed to solve the immediate problems as soon as possible, which implied many uncertainties, so when the economic environment began to change to the conventional, The problems inherent in this uncertainty have also become new hidden dangers.
