【摘要】:中学毕业会考制度是民国时期教育文化政策中重要的一项,在中国的教育史上占有重要的地位。其中在实施之初,就有许多不同的声音。而后中学毕业会考制度的发展、完善也经历了一番波折。在完善这一制度中,凸显出国民政府与地方政府对毕业会考办法控制权之争。 本文便从多角度、全方位地铺展出中学毕业会考制度从1932年到1937年的实施情形,再现其从早期试验、建立到完善的完整过程。 文章第一部分主要论述了民国时期中学毕业会考制度早期试验情况。在全国正式实施中学毕业会考之前,毕业会考即在苏州吴县、上海等地进行了早期试验。这一部分即对早期上海会考制度试验进行论述,阐述国民政府和地方政府等势力对早期毕业会考试验的态度。 第二部分通过阐述中学毕业会考制度提出的过程、建立及正式推行,展示各省市中学会考的举行情形,比较各省间举办会考制度办法的区别,体现中学毕业会考与中学生的毕业文凭、高考升学以及评定学校之间的关联。 第三部分探讨了会考制度施行过程中的种种困难,主要叙述了中学师生反对毕业会考引起的风潮事件、在毕业会考试场中发生的纠纷以及会考的结果引发的争议。这些主要的困难与矛盾,显现出统制教育与自由教育的博弈。 第四部分则描述中学毕业会考制度的完善改进。会考制度施行过程中有种种困难,而各省市教育当局对其也有各自的态度及疑义,且社会人士对中学毕业会考制度也存在争执,因此自1932年至1937年教育部多次改进修正中等学生毕业会考规程,从制度上完善中学毕业会考。
[Abstract]:The high school graduation examination system is an important part of the educational and cultural policy in the Republic of China and plays an important role in the history of education in China. Among them, at the beginning of implementation, there are many different voices. Then the development of the secondary school graduation examination system, perfect also experienced some twists and turns. In perfecting this system, the dispute between the national government and the local government over the control of the examination system is highlighted. In this paper, the implementation of the examination system from 1932 to 1937 is spread out from various angles, and the whole process from early experiment to perfection is reappeared. The first part of this paper mainly discusses the early experiment of the high school graduation examination system in the Republic of China. Before the formal implementation of the high school graduation examination in the whole country, early tests were carried out in Wuxian, Suzhou, Shanghai and other places. This part discusses the early Shanghai Certificate of Education examination system test and expounds the attitude of the national government and local government to the early graduation examination test. In the second part, by expounding the process of putting forward the graduation examination system, establishing and formally implementing it, the author shows the holding situation of each province and city, and compares the differences between provinces and cities. Reflects the relationship between the HKCEE and the high school diploma, the entrance examination and the evaluation of the school. The third part discusses the difficulties in the implementation of the HKCEE system, mainly narrates the storm events caused by the opposition of the middle school teachers and students to the HKCEE, the disputes in the examination field and the controversy caused by the results of the HKCEE. These main difficulties and contradictions show the game between control education and free education. The fourth part describes the improvement of the graduation examination system. There are various difficulties in the implementation of the HKCEE system, and the education authorities of various provinces and cities have their own attitudes and doubts about it, and there are also disputes among members of the community about the HKCEE system. Therefore, from 1932 to 1937, the Ministry of Education improved and amended the rules of the secondary school graduation examination many times, and perfected the secondary school graduation examination from the system.
